Representative Liebling, Chair of Committee on Health and Human Services Policy, called the meeting to order at 9:02 AM March 8, 2013 in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Ward moved that HF844 be reconsider. Motion prevailed.

Chair Liebling moved that HF844 be recommended to pass as amended and be re-referred to the Civil Law Committee. Motion prevailed.

Representative Ward moved that the minutes of March 5 be approved. Motion prevailed. Minutes approved.

Representative John Ward presented information on HF573 (Ward) Public employees insurance program regulated, and school employer participation required.

Chair Liebling allowed time for member questions and answers from Representative John Ward, and Jan Alswager, Education Minnesota.

Representative Moran moved that HF739 (Moran) Children and family service provisions modified; data practice provisions changed; and contractual agreement provisions changed with tribes, child care programs, community action agencies, the Minnesota family investment program, and maltreatment reporting, to be recommended to pass and re-referred to the Civil Law Committee.

Representative Moran moved that amendment H0739A2 be adopted. Motion prevailed. Amendment adopted.

Representative Moran and Larry Hosch, Department of Human Services - Children and Family Service Division, presented information on HF739.

Chair Liebling moved the oral amendment as follows:
After the word "services" add "and inform the individual's parent, guardian, or emergency contact" on line 4.24. The motion prevailed. Amendment adopted.

Chair Liebling moved that HF969 (Dorholt) Chemical and mental health and state-operated service provisions modified, data sharing allowed, task force repealed, terminology updated and obsolete provisions repealed, and technical changes made, be recommended to pass and placed on the General Register.

Chair Liebling moved that amendment H0969A1 be adopted. Motion Prevailed. Amendment adopted.

Chair Liebling moved the oral amendment to the amendment H0969A1 as follows:
Delete line 1.2, 1.3, and 1.4, Insert "Page 18, remove Section 17". Motion prevailed. Amendment adopted.

Representative Fritz moved that amendment H1124A1 be adopted. Motion prevailed. Amendment adopted.

Representative Benson moved that HF975 (Benson, J.) Fair hearing and internal audit provisions modified, Cultural and Ethnic Leadership Communities Council created, obsolete language removed, and technical changes made, be recommended to pass and re-referred to the Civil Law Committee.

Representative Benson moved that amendment A13-0179 be adopted. Motion prevailed. Amendment adopted.

Representative Benson moved the oral amendment to the amendment A13-0179 as follows: Delete lines 1.7 and 1.8. Motion Prevailed. Amendment adopted.
