MINUTES

Representative Nelson, Chair of Committee on Government Operations, called the meeting to order at 8:19am on March 22, 2013 in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

HF629 (Murphy, M) Minnesota State Retirement System, Public Employees Retirement Association, and former local police and paid firefighter relief association various provisions modified, and other provisions modified relating to retirement

A quorum was present at 8:21am

Chair Nelson moved that HF629 be recommended to pass and re-referred to the Committee on Ways and Means.

Chair Nelson moved to amend HF629 (See attached HF629, as amended:

Lawrence Martin, Legislative Commission on Pensions and Retirement
Dave Bergstrom, Minnesota State Retirement System

Representative Drazkowski moved to amend HF629, as amended, as follows:

Delete Article 7, section 1

Representative Drazkowski moved to amend HF629, as amended (See attached S0489-16A amendment).

Representative Drazkowski incorporated an oral amendment into the S0489-16A amendment as follows:

Page 1, delete lines 1.7 to 1.11

THE MOTION PREVAILED. THE AMENDMENT, AS INCORPORATED, WAS ADOPTED.

Chair Nelson renewed the motion that HF629, as amended, be recommended to pass and re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

HF767 (Morgan) Continuing care provisions changes made; advisory task force, nursing home, resident relocation, medical assistance, long-term care consultation services, assessments, maltreatment reporting provisions modified, and report required

Chair Nelson moved that HF767 be recommended to pass and re-referred to the Committee on Health and Human Services Finance.

HF655 (Howe) High-voltage transmission line routing process regulated, and designation of a preferred route prohibited in the permitting process

Chair Nelson moved that HF655 be recommended to pass and placed on the General Register.

Chair Nelson moved to amend HF655 (See attached H0655A2 amendment). THE MOTION PREVAILED.

Chair Nelson renewed the motion that HF655, as amended, be recommended to pass and placed on the General Register. THE MOTION PREVAILED.

HF1383 (Newton) Special education case loads task force established, and report required

Chair Nelson moved that HF1383 be recommended to pass and re-referred to the Committee on Education Finance. THE MOTION PREVAILED.

HF1284 (Schoen) Motor fuel sale restriction prohibited

Chair Nelson moved that HF1284 be recommended to pass and placed on the General Register.

Representative Winkler moved that HF1220 be recommended to pass and re-referred to the Committee on Education Finance.

Representative Winkler moved to amend HF1220 as follows:

Page 1, line 1.9, delete "14", insert "15"
