MINUTES

Representative Wagenius, Chair of the Committee on Environment, Natural Resources, and Agriculture Finance, called the meeting to order at 8:22 a.m., Tuesday, March 5th 2013, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Dr. William Arnold, Professor, Civil Engineering Department - University of Minnesota, introduced himself for the record and gave a presentation to the Committee on Triclosan, Chlorinated Triclosan derivatives, and their dioxin photoproducts in sediment cores.

Dr. Daniel Engstrom, Adjunct Professor, Geology and Geophysics, and Water Resource Science - University of Minnesota, introduced himself for the record and answered questions from members of the Committee.

Dr. Tim LaPara, Professor, Civil Engineering Department - University of Minnesota, introduced himself for the record and answered questions from members of the Committee.

Linda B. Bruemmer, Director, Division of Environmental Health - Minnesota Department of Health (MDA), introduced herself for the record and addressed the committee on the importance of hand washing in relation to public health and stressed that plain soap is just as effective as anti-bacterial soap.

Trevor Russell, Watershed Program Director - Friends of the Mississippi, introduced himself for the record and addressed the Committee on the impact of Triclosan.

Richard Sedlack, Executive Vice-President, Technical and International Affairs - American Cleaning Institute, introduced himself for the record and addressed the Committee on the benefits of Triclosan in consumer products.

The meeting recessed at 9:47 a.m.
The meeting reconvened at 6:05 p.m.

Jason Grev, Director of Government Relations - ECOLAB, introduced himself for the record and addressed the Committee about their products with Triclosan.


Dr. Tim O'Brien, Director, Global Product Safety, Transport and Trade Compliance/Corporate Toxicologist - ECOLAB, introduced himself for the record and addressed the Committee about Triclosan and its benefits and possible impacts on the environment.

Cathy Moeger, Sustainability Manager - Minnesota Pollution Control Agency, introduced herself for the record and addressed the Committee on the process behind the Agency's decision to eliminate State purchased products containing Triclosan.
Pat Sweeney, Research and Communications Director - Freshwater Society, introduced himself for the record and addressed the Committee on groundwater overuse in Minnesota.
Jason Moeckel, Natural Resources Program Manager - Minnesota Department of Natural Resources, introduced himself for the record and assisted in answering questions from members of the Committee.
Chris Elvrum, Senior Health Program Manager - Minnesota Department of Health, introduced himself for the record and assisted in answering questions from members of the Committee.
Craig Johnson, Intergovernmental Relations Representative - League of Minnesota Cities, introduced himself for the record and answered questions from members of the Committee in relation to developing and maintaining sustainable water use programs in the metropolitan area.
Bruce Kleven - Minnesota Irrigators Association, introduced himself for the record and answered questions from members of the Committee in relation to water use in Greater Minnesota.
Laurel Feddema, Chief Community Engagement Officer - Second Harvest Heartland, introduced herself for the record and addressed the Committee on the Minnesota Department of Agriculture "Milk Appropriation."
Questions from members of the Committee were answered by the presenters over the course of the meeting.

The meeting was adjourned at 7:56 p.m.
