ENVIRONMENT AND NATURAL RESOURCES POLICY COMMITTEE

MINUTES

Representative David Dill, Chair of the Environment and Natural Resources Policy Committee, called the fourteenth meeting to order at 4:10 p.m., on March 20, 2013, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Hansen moved the minutes of March 13, 2013 be approved.

MOTION PREVAILED

Representative Fischer moved that HF683 - relating to water; requiring conservation rate structures under certain conditions – be recommended to pass and be re-referred to Rules Committee

Representative Fischer moved Amendment H0683A1 to HF683.
MOTION PREVAILED

Chair moved to amend the H0683A1 amendment to reflect technical changes as follows:

Line 1.2, delete "2" and insert "3"

Delete Line 1.5

Representative Fischer moved Amendment H0683A3 to HF683.
MOTION PREVAILED

Representative Fischer renewed his motion that HF683, as amended, be recommended to pass and be re-referred to Rules Committee.

Steve Hirsch, Ecological & Water Resources, MN Department of Natural Resources, answered questions pertaining to HF683.

Craig Johnson, MN League of Cities, and Tony Kwilas, representing the MN Chamber of Commerce, commented on HF683.

Chair moved that HF683, as amended, be laid over for further consideration.

Representative Isaacson moved that HF757 – relating to natural resources; providing Minnesota Zoo certain wild animal exemptions – be recommended to pass and be re-referred to Rules Committee.

Representative Wills presented HF757.

Paul Anderson, Board of Animal Health, and Lee Ehmke, MN Zoo, spoke on behalf of HF757.

Representative Isaacson renewed his motion that HF757 be recommended to pass and be re-referred to Rules Committee.
MOTION PREVAILED

Representative Hansen moved that HF1442 – relating to natural resources; establishing aquatic invasive species decal requirements and fees; eliminating aquatic invasive species trailer decal requirements – be recommended to pass and be re-referred to Rules Committee.

Representative Hansen moved Amendment H1442A2 to HF1442.
