ENVIRONMENT AND NATURAL RESOURCES POLICY COMMITTEE

MINUTES

Representative David Dill, Chair of the Environment and Natural Resources Policy Committee, called the fifteenth meeting to order at 4:07 p.m., on April 2, 2013, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Green moved the minutes of March 20, 2013 be approved.

MOTION PREVAILED

Representative Fischer moved that HF683 - relating to water; requiring conservation rate structure under certain conditions – be recommended to pass and be re-referred to Rules Committee.

Representative Fischer moved H683DE1 amendment to HF683.
MOTION PREVAILED

Steve Hirsch, Director, Ecological Services, MN Department of Natural Resources, answered questions on HF683.

Representative Fischer moved that HF683 be laid over for further study.

Representative Hansen moved HF1442 – relating to natural resources; establishing aquatic invasive species decal requirements and fees; eliminating aquatic invasive species trailer decal requirements – be passed and re-referred to Rules Committee.

Representative Hansen moved H1442DE6 amendment to HF1442.
MOTION PREVAILED

Henry Erdman, Minnesota Lakes and Rivers Advocate, presented information on HF1442.

Representative Persell presented HF1122 – relating to water; modifying the Clean Wager Legacy Act to improve accountability.

Representative Persell moved H1122DE4 amendment to HF1122.
MOTION PREVAILED

Representative Persell moved to amend the HF1122.

Gaylen Reetz, MN Pollution Control Agency, and John Jaschke, Executive Director, BWSR, answered questions relative to HF1122.

Chair laid HF1122 over until the next meeting of the committee.
