Representative Jason Isaacson, of the Environment and Natural Resources Policy Committee, called the sixth meeting to order at 4:05 p.m., on February 19, 2013, in Room 200 of the State Office Building.
The Committee Legislative Assistant noted the roll.

Representative Yarusso moved the minutes of February 13, 2013 be approved.

HF520 - relating to natural resources; creating fee exemption for utility license crossing public lands and waters - be recommended to pass and be re-referred to the Environment, Natural Resources & Agriculture Finance Committee.
Representative Dill moved adoption of amendment H0520DE1.

Joel Johnson, Director of Government Affairs, Minnesota Rural Electric, spoke in favor of
HF520.
Bob Meier and Kathy Lewis of the Department of Natural Resources spoke on the fiscal impact and expressed concerns about the bill.
Representative Dill moved that
HF520 be laid over.
Representative Yarusso moved
HF583 - modifying authority of Board of Water and Soil Resources - be recommended to pass and be placed on the General Register.
John Jaschke of the Board of Water and Soil Resources spoke on behalf of
HF583.
Craig Johnson, League of Minnesota Cities, addressed some concerns about the bill.
Representative Yarusso moved that
HF520 be laid over.
Representative Dill assumed the gavel at 5:00 p.m.
Representative Hansen moved that
HF614 - relating to water; modifying performance review requirements for local water management - be recommended to pass and be placed on the General Register.
Representative Hansen moved adoption of amendment H0614DE1.
