MINUTES

Representative Mariani, Chair of Committee on Education Policy, called the meeting to order at 10:05 A.M. on March 7, 2013 in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

Rep. Brynart assumed the gavel at 10:05 A.M.

Rep. Mariani moved that HF925 be passed and sent to the General Register.

Rep. Mariani presented HF925 (Mariani); School district ability to request department assistance clarified.

Rep. Mariani renews his motion that HF925 be recommended to pass and sent to the General Register. THE MOTION PREVAILED

Chair Mariani reassumed the gavel at 10:07 A.M.

Rep. Davnie moved that HF771 passed and sent to the general register.

Rep. Davnie presented HF771 (Davnie); Restrictive procedures for children with disabilities use clarified.

Rep. Davnie moved to amend HF771, (see attached amendment H0771A) THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED

Rep. Davnie amended his motion that HF771, as amended be laid over for possible inclusion in an omnibus bill.

Chair Mariani laid this bill over for possible consideration in an omnibus bill.

Rep. Benson moved that HF363 be passed and sent to the Committee on Education Finance

Rep. Benson presented HF363 (Benson); Students per school counselor minimum ratios established

Rep. Benson moved to amend HF363, (see attached amendment A13-0116) THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED

The following people offered testimony on HF363, as amended:

Dr. Walter Roberts, Professor Minnesota State University Mankato

Chair Mariani laid this bill over.

Rep. Davnie renews his motion that HF771, as amended be laid over for possible consideration in an omnibus bill.

Rep. Wills moved to offer an oral amendment to HF771, as amended as follows:

Page 2, line 16 after "accessible" insert "in an electronic format on a school or district website or make a paper copy available upon request describing"

The committee voted on the oral amendment to HF771, as amended. THE MOTION PREVAILED. THE AMENDMENT PASSED.

Rep. Davnie amended his motion that HF771, as amended be recommended to pass and re-referred to the Committee on Education Finance. THE MOTION PREVAILED

Chair Mariani recessed the committee at 11:29 A.M.

Chair Mariani reconvened the committee at 5:07 P.M.

Chair Mariani brought HF363, as amended before the committee.

Rep. Morgan presented HF1003 (Morgan); Minnesota math corps program established and money appropriated.
