MINUTES
Representative Laine, Vice Chair of Committee on Early Childhood and Youth Development Policy, called the meeting to order at 4:03 PM, Wednesday, January 23, 2013 in Room 5 of the State Office Building.
The Committee Legislative Assistant noted the roll.

A quorum was not present.
Karen Cadigan, Department of Education, provided a presentation on the Office of Early Learning and a summary of early child learning and physical and mental development.
A quorum was present.
Representative Brynaert moved to approve the minutes from Wednesday, January 16, 2013. THE MOTION PREVAILED.
Maggie Diebel, Department of Health, provided an overview of programming currently focused on the improvement of environmental conditions that affect the health of children, and how those programs are improving outcomes.
Mary Orr, Department of Human Services, provided an overview of child care programming in Minnesota administered by the Department of Human Services.
Karen Cadigan provided an overview of Department of Education early childhood programs. Cadigan also provided a summary of aspects of Minnesota's "Race to the Top" plan, which included: early learning scholarships, "Parent Aware" childcare ratings, and Title 1 incentives.
The meeting was adjourned at 5:30 PM.
