MINUTES

Representative Lesch, Chair of Committee on Civil Law, called the meeting to order at Wednesday, January 23, 2013 at 8:15 AM in the Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Chairman Lesch moved the minutes of January 15, 2013. Motion prevailed.

HF20 (Freiberg) Personal contact information classified except where disclosure is specifically authorized by law.

Chairman Lesch moved HF20 before the committee for discussion.

Representative Freiberg presented bill.

Testifying for the bill:
Chris Tolbert, Councilmember, City of Saint Paul
Patrick Hynes, Lobbyists, League of Minnesota Cities

HF20 was laid over.

HF19 (Hortman) Agency designations allowed in certain probate situations.

Chairman Lesh moved HF19 before the committee for discussion.
Representative Hortman moved adoption of the H0019A1 amendment. THE MOTION PREVAILED.

Representative Hortman presented her bill.

Testifying for bill:

Representative Hortman moved that HF19, as amended, be recommended to pass and re-referred to the Committee on Judiciary Finance and Policy. THE MOTION PREVAILED.

HF87 (Winkler) Affidavit of survivorship and release or partial release of mortgage lien provided; interested in registered land after resignation claimed; technical and conforming changes made.

Chairman Lesch moved HF87 before the committee for discussion.

Representative Winkler presented his bill.

Representative Winkler moved that HF87 be recommended to pass and re-referred to the Committee on Judiciary Finance and Policy. THE MOTION PREVAILED.

HF40 (Hilstrom) Guardian and conservator appointment provisions modified, background study fee increased, and guardian and conservator annual report content modified.

Chairman Lesch moved HF40 before the committee for discussion.

Representative Hilstrom presented her bill.

Testifying for bill:
David Voigt, Deputy Attorney General, Minnesota Attorney General's Office.

Represenative Hilstrom recommended that HF40 be recommended to pass and re-referred to the Committee on Public Safety and Policy. THE MOTION PREVAILED.



The meeting was adjourned at 9:15 AM.
