MINUTES

Representative Poppe, Chair of Committee on Agriculture Policy, called the meeting to order at 8:15 a.m. Wednesday, March 13, 2013 in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Chair Poppe moved that HF1071, (POPPE) Agriculture law provisions policy, be recommended to pass and re-referred to the Committee on Government Operations.

Greta Gauthier, Director of Government Operations, Minnesota Department of Agriculture testified on HF1071.

Chair Poppe moved to amend HF1071 (see attached amendment (H1071A7). THE MOTION PREVAILED.

John Peckham, Pesticide and Fertilizer Management Division, Minnesota Department of Agriculture, testified on HF1071 as amended.

Geir Friison, Minnesota Department of Agriculture testified on HF1071 as amended.

Representative Kresha moved to amend HF1071, as amended, as follows:

Page 4, line 26, after "fill" delete the comma and insert "or" and before "pesticide" delete ", unload, or park". THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Poppe moved to amend HF1071, as amended (see attached amendment H1071A2). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Poppe moved to amend HF1071 as amended (see attached amendment H1071A6).

Chair Poppe moved to amend H1071A6 as follows:

Page 3, line 31, strike "(2)" and insert "(1) (ii)".

THE MOTION PREVAILED. THE AMENDMENT TO THE AMENDMENT WAS ADOPTED.

Melissa Rahn, on behalf of GEVO, testified on H1071A6 as amended.

Valerie Jerich, Minnesota Ethanol Producers and Minnesota Corn Growers, testified on H1071A6 as amended.

Chair Poppe renewed her motion to amend HF1071, as amended, with amendment H1071A6, as amended. THE MOTION PREVAILED. THE AMENDMENT, AS AMENDED, WAS ADOPTED.

Chair Poppe moved to amend HF1071, as amended (see attached amendment H1071A10).

Amanda Bilek, Great Plains Institute and NextGen Board Member testified on the proposed amendment, H1071A10.

Ally LaTourelle, BioAmoson, Inc., testified on the proposed amendment, H1071A10.

Chair Poppe renewed her motion to amend HF1071 as amended (with amendment H1071A10) THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Hamilton introduced an amendment for discussion (see attached amendment H1071A5).

Chair Poppe renewed her motion that HF1071 as amended be recommended to pass and re-referred to the Committee on Government Operations. THE MOTION PREVAILED.

Chair Poppe moved to reconsider the vote on HF473, (POPPE) Governor's budget for agriculture established, as previously amended on March 6, 2013, as follows:

Page 9, delete lines 33 to 35.

THE MOTION PREVAILED.

Chair Poppe moved that HF473, as amended, be recommended to pass and re-referred to the Committee on Environment, Natural Resources and Agriculture Finance.

Representative Faust moved to amend HF473 (see attached amendment H0473A5
Chair Poppe ruled H0473A5 out of order.

Chair Poppe introduced an amendment for discussion (see attached amendment
H1071A9).

Chair Poppe renewed her motion that HF473, as amended, be recommended to pass and re-referred to the Committee on Environment, Natural Resources and Agriculture Finance. THE MOTION PREVAILED.

    HF473 (Poppe) Governor's budget for agriculture established; Department of Agriculture, the Board of Animal Health, and the Agricultural utilization Research Institute funding provided; provisions modified relating to animal waste technicians; and technical changes made.
    HF1071 (Poppe) Agricultural law provisions policy, technical, conforming, and clarifying changes made; pesticide control, agricultural resource loan and ethanol development, the Rural Finance Authority, grain buyers, and other agriculture-related provisions modified; biofuel provisions modified, NextGen Energy Board directed to examine biobased chemical production from agricultural and forestry feedstocks, and noxious weed law modified.
    HF595 (Poppe) Honey bee habitat program established, and honey bee habitat projects allowed on lands under conservation easements.
