MINUTES

Representative Peppin Chair of the Government Operations and Elections Committee, called the meeting to order at 10:30 a.m. on Thursday, April 28, 2011 in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Murray moved approval of the minutes from April 27, 2011. THE MOTION PREVAILED AND THE MINUTES WERE APPROVED.

HF182 (Beard) State and local water management study required.
Representative Beard moved that HF182 be recommended to pass and re-referred to the State Government Finance Committee.

Representative Hornstein moved the following oral amendment to HF182 and requested a roll call vote:
"Delete section 1 of the bill"

HF1238 (Fabian) Subsurface sewage treatment systems ordinance adoption delay extended.
Chair Peppin moved that HF1238 be recommended to pass and placed on the General Register.

Representative Murray moved that HF1359 be recommended to pass and placed on the General Register.

HF1391 (Downey) State agency program designation authorized as performance-based organizations.
Representative O’Driscoll moved that HF1391 be recommended to pass and re-referrred to the Health and Human Services Finance Committee.

HF233 (Sanders) Department of Human Services required to issue a request for proposals for a Medicaid fraud detection and business intelligence contract.

Representative Sanders moved that HF233 be recommended to pass and re-referred to the Health and Human Services Finance Committee.

HF545 (Downey) State budget document required to include federal insolvency contingency planning.
Representative Murray moved that HF545 be recommended to pass and re-referred to the State Government Finance Committee.

HF1545 (McNamara) Energy Reliability and Intervention Office established within Department of Commerce to replace Energy Issues Intervention Office and energy reliability administrator, and conforming changes made.
Representative Urdahl moves that HF1545 be recommended to pass and re-referred to the Ways and Means Committee

HF997 (Westrom) State agency civil penalty imposition regulated, fees and expenses awarded to prevailing parties in actions involving state agencies and municipalities.
Chair Peppin moved that HF997 be recommended to pass and re-referred to Commerce Committee.
