1.1A resolution of the Ways and Means Committee;
1.2setting the limit on net expenditures for the 2010-2011 biennium in accordance with
1.3House Rule 4.03.
1.4BE IT RESOLVED that the sum of $30,650,482,000 is the maximum limit on net
1.5expenditures from the general fund for fiscal years 2010 and 2011.
1.6 BE IT FURTHER RESOLVED that the budget reserve is set at $250,000,000 and the cash
1.7flow account is set at $350,000,000.
1.8 BE IT FURTHER RESOLVED that the following net expenditure limits for fiscal years
1.92010 and 2011 are set for the general fund for the major finance bills:
1.10(1) $2,863,976,000 for a higher education and workforce development finance bill;
1.11(2) $11,631,154,000 for a K-12 education finance bill;
1.12(3) $426,919,000 for an early childhood finance bill;
1.13(4) $206,288,000 for an agriculture, rural economies, and veteran's finance bill;
1.14(5) $288,217,000 for an environment and natural resources finance bill;
1.15(6) $9,297,477,000 for a health care and human services finance bill;
1.16(7) $617,969,000 for a state government finance bill;
1.17(8) $203,180,000 for a transportation finance bill;
1.18(9) $1,776,591,000 for a public safety finance bill;
2.1(10) $142,536,000 for a cultural and outdoor resources finance bill;
2.2(11) $52,542,000 for an energy finance bill;
2.3(12) $243,152,000 for a housing and public health bill;
2.4(13) $1,104,785,000 for a capital investment bill for debt service and general fund
2.5appropriations for capital projects; and
2.6(14) $1,673,982,000 for a tax bill.
2.7BE IT FURTHER RESOLVED that the following net expenditure limits for fiscal years
2.82010 and 2011 for American Recovery and Reinvestment Act fiscal stabilization federal fund
2.9are set for the major finance bills:
2.10(1) $361,900,000 for a higher education and workforce development finance bill;
2.11(2) $275,600,000 for a K-12 education finance bill;
2.12(3) $89,300,000 for a health care and human services finance bill;
2.13(4) $38,000,000 for a public safety bill; and
2.14(5) $21,140,000 for a tax bill.
2.15These limits are based on expenditures projected in the general fund forecast issued March
2.163, 2009, and any subsequent corrections.
2.17If any of the bills listed above are combined in whole or in part, or separated, the limits for
2.18those bills representing the accounts that are moved are also combined in the same manner.
