1.3Page 24, after line 15, insert:

1.4    "Sec. 15. LAND USE AND PLANNING REPORT.
1.5(a) The Metropolitan Council must transfer $500,000 from the livable communities
1.6demonstration account in the metropolitan livable communities fund to the Board of
1.7Regents of the University of Minnesota for the Center for Transportation Studies to
1.8develop the resources and report as provided in this section.
1.9(b) By December 15, 2010, the Center for Transportation Studies shall develop
1.10resources for use by local governments and the Metropolitan Council to identify land use
1.11and transportation planning strategies and processes to support the reduction of greenhouse
1.12gas emissions through the reduction of per capita vehicle miles driven. The resources must
1.13take into account recent transportation trends, including travel and demographic trends
1.14specific to the Twin Cities Metropolitan Area. The Center for Transportation Studies must
1.15identify and use existing information and models to the extent they are useful and accurate.
1.16The Center for Transportation Studies must collaborate with the Metropolitan Council and
1.17local units of government interested in development and refinement of the resources.
1.18(c) By January 15, 2011, the Center for Transportation Studies shall submit a report
1.19on the resources and findings to the chairs and ranking minority members of the house
1.20of representatives and senate committees having jurisdiction over transportation policy
1.21and finance."
1.22Renumber the sections in sequence and correct the internal references
1.23Amend the title accordingly
