Subd. 11. Redevelopment Account

1.8For purposes of the redevelopment account
1.9created in Minnesota Statutes, section
1.10116J.571.
1.11$5,000,000 cumulatively is for grants to the
1.12counties of Ramsey and Anoka for public
1.13improvements to the portions of County
1.14Road J located within each county, including
1.15predesign and design, the acquisition of
1.16interests in land, and the repayment of loans
1.17the proceeds of which were used for the
1.18public improvements. The grants to the
1.19individual counties shall be in amounts
1.20proportionate to the individual counties' costs
1.21associated with the public improvements.
1.22This grant is exempt from the requirements
1.23of Minnesota Statutes, sections 116J.572 to
1.24116J.575.
1.25$1,000,000 is for a grant to the city of
1.26Willmar to pay part of the cost of acquiring
2.1land for the new city airport and to construct
2.2or acquire, furnish, and equip hangars at the
2.3airport, to renovate facilities to house RCO
2.4communications equipment and to relocate
2.5RCO communications equipment from the
2.6old airport to the new airport and for a
2.7perimeter security fencing and monitoring
2.8system. This appropriation may be used
2.9to design and construct ramp and taxiway
2.10expansions. Notwithstanding Minnesota
2.11Statutes, section 116J.575, no match is
2.12required for this project.
2.13$600,000 is for a grant to the city of Rushford
2.14to acquire real property for, and to predesign,
2.15design, construct, and renovate, furnish, and
2.16equip a community facility for the Institute
2.17of Nanotechnology city. This appropriation
2.18is not subject to Minnesota Statutes, section
2.1916A.642, until January 1, 2015. This grant is
2.20exempt from the requirements of Minnesota
2.21Statutes, sections 116J.572 to 116J.575,
2.22but is not available until the commissioner
2.23determines that at least an equal amount has
2.24been committed to the project from nonstate
2.25sources.
2.26EFFECTIVE DATE.This section is effective the day following final enactment."
