1.2Delete everything after the enacting clause and insert:

1.3    "Section 1. Minnesota Statutes 2006, section 122A.06, subdivision 4, is amended to
1.4read:
1.5    Subd. 4. Comprehensive, scientifically based reading instruction. (a)
1.6"Comprehensive, scientifically based reading instruction" includes a program or collection
1.7of instructional practices that is based on reliable, valid evidence showing that when
1.8these programs or practices are used, students can be expected to achieve, at a minimum,
1.9satisfactory reading progress. The program or collection of practices must include, at a
1.10minimum, instruction in five areas of reading: phonemic awareness, phonics, fluency,
1.11vocabulary, and text comprehension. The program or collection of practices also must
1.12expect kindergarten through grade 6 teachers to demonstrate phonemic awareness, have a
1.13working knowledge of the speech sound system, and know how English speech sounds
1.14are represented in the spelling system, and must provide appropriate reading instruction
1.15for children having difficulty with reading acquisition so that teachers may prevent or
1.16remediate reading problems associated with the acquisition of reading.
1.17    (b) Comprehensive, scientifically based reading instruction also includes
1.18and integrates instructional strategies for continuously assessing, evaluating, and
1.19communicating the student's reading progress and needs in order to design and implement
1.20ongoing interventions so that students of all ages and proficiency levels can read and
1.21comprehend text and apply higher level thinking skills.
1.22EFFECTIVE DATE.This section is effective the day following final enactment.

1.23    Sec. 2. Minnesota Statutes 2006, section 122A.18, subdivision 2a, is amended to read:
1.24    Subd. 2a. Reading strategies. (a) All colleges and universities approved by the
1.25Board of Teaching to prepare persons for classroom teacher licensure must include in their
1.26teacher preparation programs research-based best practices in reading, consistent with
2.1section 122A.06, subdivision 4, that enable the licensure candidate to know how to teach
2.2reading in the candidate's content areas.
2.3    (b) Board-approved teacher preparation programs for teachers of elementary
2.4education must require instruction in the application of comprehensive, scientifically
2.5based, and balanced reading instruction programs that teach:
2.6    (1) teach students to read using foundational knowledge, practices, and strategies
2.7consistent with section 122A.06, subdivision 4, so that all students will achieve continuous
2.8progress in reading; and
2.9    (2) teach specialized instruction in reading strategies, interventions, and remediations
2.10that enable students of all ages and proficiency levels to become proficient readers; and
2.11    (3) knowledge and awareness of language structure and processing so that
2.12kindergarten through grade 6 teachers may prevent or remediate problems associated
2.13with the acquisition of reading.
2.14    (c) The board must include in the common core assessments of knowledge and
2.15skills under section 122A.18, subdivision 2, paragraph (e), a requirement that teacher
2.16licensure candidates demonstrate their knowledge and awareness of language structure
2.17and processing under paragraph (b), clause (3).
2.18EFFECTIVE DATE.This section is effective the day following final enactment
2.19and applies to candidates enrolling in teacher preparation programs in the 2008-2009
2.20school year and later.

2.21    Sec. 3. Minnesota Statutes 2006, section 122A.18, subdivision 2b, is amended to read:
2.22    Subd. 2b. Reading specialist. Not later than July 1, 2002, the Board of Teaching
2.23must adopt rules providing for the licensure of teachers of reading. Among other
2.24requirements, the rules must expect teachers of reading to acquire and retain sufficient
2.25knowledge and awareness of language structure and processing to prevent and remediate
2.26reading problems associated with the acquisition of reading.
2.27EFFECTIVE DATE.This section is effective the day following final enactment."
