1.1    .................... moves to amend H. F. No. 810, the first engrossment, as follows:
1.2Delete everything after the enacting clause and insert:

1.3    "Section 1. Minnesota Statutes 2006, section 122A.14, is amended by adding a
1.4subdivision to read:
1.5    Subd. 2a. Gifted and talented program administrators; licensure and continuing
1.6education. (a) The board shall review and approve preparation programs for school
1.7principals and superintendents that focus on administering programs for gifted and talented
1.8students. The board, in consultation with the commissioner, also must consider alternative
1.9preparation programs under section 122A.27 and other alternative competency-based
1.10preparation programs for school principals and superintendents that focus on administering
1.11programs for gifted and talented students. All programs must incorporate a gifted and
1.12talented competency into the knowledge, skills, and abilities required for licensure.
1.13    (b) School principals and superintendents of gifted and talented programs are
1.14recommended to include in each five-year relicensing period in-service training that:
1.15    (1) focuses on effectively supporting gifted and talented students and programs;
1.16    (2) offers online instruction where appropriate; and
1.17    (3) supplements in-service training provided by an intermediate school district, a
1.18service cooperative, or other qualified community-based education organization.
1.19    (c) The board, upon request, may advise interested universities in developing and
1.20implementing preparation and continuing education programs for school principals and
1.21superintendents that focus on administering programs for gifted and talented students and
1.22that offer online instruction where appropriate, consistent with this subdivision.
1.23EFFECTIVE DATE.This section is effective the day following final enactment and
1.24applies to persons enrolling in preparation or alternative preparation programs for school
1.25principals and superintendents on September 1, 2008, or later and to school principals and
1.26superintendents of gifted and talented programs seeking relicensure after August 31, 2008.

2.1    Sec. 2. Minnesota Statutes 2006, section 122A.18, is amended by adding a subdivision
2.2to read:
2.3    Subd. 10. Teachers of gifted and talented students; program coordinators.
2.4    (a) All colleges and universities approved by the board to prepare persons for classroom
2.5teaching licensure must include in their teacher preparation programs instruction covering
2.6research-based best practices for effectively teaching gifted and talented students.
2.7    (b) Universities offering graduate-level courses and programs approved by the board
2.8(1) to prepare persons as coordinators for gifted and talented programs, or (2) to provide
2.9continuing education credits or a certificate to gifted and talented coordinators, must
2.10include a gifted and talented competency that focuses on:
2.11    (i) instruction in a gifted and talented competency that focuses on effectively
2.12supporting gifted and talented students and offers online instruction where appropriate; and
2.13    (ii) in any continuing education program for gifted and talented program coordinators
2.14in each five-year relicensing period, effective support of gifted and talented students,
2.15online instruction where appropriate, and supplemental in-service training provided by a
2.16qualified community-based education organization.
2.17    (c) The board, in consultation with the commissioner, also must consider alternative
2.18programs for gifted and talented program coordinators that focus on effectively supporting
2.19gifted and talented students and programs, consistent with this subdivision and section
2.20122A.24, and other alternative competency-based programs.
2.21    (d) The board, upon request, may advise interested colleges and universities in
2.22developing and implementing preparation, continuing education, and certificate programs
2.23for teachers of gifted and talented students and gifted and talented program coordinators,
2.24consistent with this subdivision.
2.25EFFECTIVE DATE.This section is effective the day following final enactment
2.26and applies to persons enrolling in teacher preparation or alternative teacher preparation
2.27programs on September 1, 2008, or later and to gifted and talented program coordinators
2.28seeking relicensure after August 31, 2008.

2.29    Sec. 3. RULEMAKING.
2.30    The Board of Teaching must use the expedited rulemaking process under Minnesota
2.31Statutes, section 14,389, to adopt a rule governing teacher knowledge and skill standards
2.32for gifted and talented education that substantially incorporates and is entirely consistent
2.33with the recommendations of the National Association for Gifted Children and the Council
2.34for Exceptional Children that were approved in 2006.
2.35EFFECTIVE DATE.This section is effective the day following final enactment."
