MINUTES

Representative Tina Liebling, Chair of the Committee, called the virtual Health Finance and Policy Committee meeting to order at 1:00 P.M. on March 12, 2021 pursuant to House rule 10.01. The meeting is being broadcast via Zoom and House Public Information Services.

The Committee Legislative Assistant noted the roll.

Representative Bahner moved that the minutes of March 10, 2021 be approved. THE MOTION PREVAILED.

HF970 (Vang) First Engrossment Mental health service payment and denial of payment clarified, health professional education loan forgiveness program provisions modified, mental health professional licensing board requirements modified, mental health provider continuing education requirements modified, mental health practitioner requirements modified, clinical trainee supervision and traditional healing practices added to children's mental health grant eligible services, Culturally Informed and Culturally Responsive Mental Health Task Force established, human services and health commissioners instructed to convene working groups, reports required, and money appropriated.

Chair Liebling moved that HF970, First Engrossment, be heard and laid over for possible inclusion in the Health Finance and Policy Committee bill.

Chair Liebling moved the H0970A7 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Liebling moved the H0644A2 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Liebling laid over HF644, First Engrossment, as amended, for possible inclusion in the Committee bill.

HF8 (Liebling) Commissioner of human services directed to establish prescription drug purchasing program, and program authority and eligibility requirements specified.

Chair Liebling moved that HF8 be heard and laid over for possible inclusion in the Health Finance and Policy Committee bill.

Chair Liebling moved the H0008DE1 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

HF568 (Mekeland) Emergency medical personnel authorized to provide emergency medical care to police dogs without veterinary medicine license.

Chair Liebling moved that HF568 be heard and laid over for possible inclusion in the Health Finance and Policy Committee bill.

Representative Mekeland presented his bill.

Chair Liebling moved that HF1559 be heard and laid over for possible inclusion in the Health Finance and Policy Committee bill.
