CLIMATE AND ENERGY FINANCE AND POLICY MINUTES

Representative Jamie Long, Chair of the Committee on Climate and Energy Finance and Policy, called the virtual meeting to order at 10:30 AM on January 28th, 2021 pursuant to House rule 10.01. The meeting was broadcast via Zoom and House Public Information Services.

The Committee Legislative Assistant noted the roll.

Representative Long moved that HF 278 be laid over for possible inclusion.

Representative Long presented HF 278, A bill for an act relating to energy; modifying electric utility renewable energy standard obligations; modifying Public Utility Commission authority to issue site permits for electric generation facilities; amending Minnesota Statutes 2020, sections 216B.1691, subdivisions 1, 2a, 2b, 2d, 2e, 2f, 3, 4, 5, 7, 9, 10, by adding a subdivision; 216E.03,
subdivision 10; 216F.04; repealing Minnesota Statutes 2020, section 216B.1691, subdivision 2.

Representative Hornstein moved the H0278A13 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Hornstein moved the H0278A19 amendment.

Representative Stephenson offered an oral amendment to the H0278A19 amendment as follows:
Page 1, line 12, after “day” insert “or more.” THE MOTION PREVAILED. THE ORAL AMENDMENT WAS INCORPORATED.

Representative Hornstein renewed his motion to adopt the H0278A19 amendment, as amended.

Representative Swedzinski requested a roll call on the H0278A19 amendment, as amended.
