MINUTES

Representative Rick Hansen, Chair of the Environment and Natural Resources Finance and Policy Committee, called the virtual meeting to order at 1:00 P.M. March 24, 2022, pursuant to House rule 10.01. The meeting was conducted over Zoom and broadcast via House Public Information Services.

The Committee Legislative Assistant noted the roll

Representative Morrison moved that the minutes of March 22, 2022, be adopted. THE MOTION PREVAILED.

Vice-Chair Wazlawik assumed the gavel at 1:03 P.M.

Representative Hansen moved that HF 4377 (Hansen) be recommended to be re-referred to the Legacy Finance Committee.

Representative Hansen moved that the DE3 amendment be adopted.

Committee Fiscal Analyst Brad Hagemeier walked committee members through the DE3 amendment.

Representative Hansen moved that the A1 amendment to the DE3 amendment be adopted. THE MOTION PREVAILED. THE AMENDMENT TO THE AMENDMENT WAS INCORPORATED.

Representative Hansen moved that the DE3 amendment, as amended, be adopted. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Hansen presented HF 4377, as amended, Reinvest in Minnesota reserve program funding provided, and money appropriated.

Testifying on HF4377, as amended:
- Bob Meier, Assistant Commissioner, Minnesota Department of Natural Resources (DNR).
- John Jaschke, Executive Director, Minnesota Board of Water & Soil Resources (BWSR).
- Tom Johnson, Government Relations Director, Minnesota Pollution Control Agency (MPCA).

Representative Hansen renewed his motion that HF 4377, as amended, be recommended to be re-referred to the Legacy Finance Committee.

Vice-Chair Wazlawik directed the clerk to take the roll on HF 4377, as amended.

Representative Hansen moved that HF 4190 (Hansen) be recommended to be re-referred to the Climate and Energy Finance and Policy Committee.

Representative Hansen moved that the A2 amendment be adopted. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Hansen presented HF 4190, as amended; Petroleum tank release cleanup program duties specified, and report required.

Testifying on HF 4190, as amended:
- Kirk Koudelka, Assistant Commissioner, Minnesota Pollution Control Agency (MPCA).
- Judy Randall, Legislative Auditor, Office of the Legislative Auditor (OLA).
