MINUTES

Representative Rick Hansen, Chair of the Environment and Natural Resources Finance and Policy Committee, called the virtual meeting to order at 1:00 P.M. February 8, 2022, pursuant to House rule 10.01. The meeting was conducted over Zoom and broadcast via House Public Information Services.

Representative Lueck moved to approve the minutes for February 3, 2022. THE MOTION PREVAILED.

Representative Hansen moved that HF 2854 (Sundin) be recommended to be re-referred to the Capital Investment Committee

Representative Ecklund moved that the A1 amendment be adopted. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Sundin presented HF 2854, as amended, Board of Water and Soil Resourcing local road wetland replacement program funding provided, and money appropriated.

Testifying on HF 2854 as amended:
- Joe MacPherson, Anoka County Engineer.

Chair Hansen renewed his motion that HF 2854, as amended, be recommended to be re-referred to the Capital Investment committee.

Chair Hansen directed the clerk to take the roll on HF 2854 as amended.

Vice-Chair Wazlawik assumed the gavel at 1:11 P.M.

Representative Hansen moved that HF 2719 (Hansen) be laid over for possible inclusion in an omnibus bill.


Representative Hansen moved that the A2 amendment be adopted. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Hansen presented HF 2719, as amended, Conservation reserve program state incentive funding provided, and money appropriated.

Testifying on HF 2719 as amended:
- Will Clayton, Senior Regional Representative, Pheasants Forever.
- Dave Weirens, Assistant Director, Board of Water and Soil Resources (BWSR).

Representative Hansen renewed his motion that HF 2719, as amended, be laid over for possible inclusion in an omnibus bill. The bill was laid over.

Representative Heintzeman moved that HF 2162 (Torkelson) be recommended to be re-referred to the State Government Finance and Elections Committee.

Representative Torkelson presented HF 2162, County boards allowed to spend tax-forfeited land sale net proceeds.

- Kelly Hotovec, Auditor Treasurer, Brown County and Association of Minnesota Counties.
- Jeff Strand, Senior Administrative Manager, Hennepin County, Minnesota Association of County Officers (MACO) and Minnesota Association of County Auditors, Treasurers and Financial Officers (MACATFO).
- Gregory J. Bernu, Carlton County Land Commissioner and Minnesota Association of County Land Commissioners (MACLC).

Representative Heintzeman renewed his motion that HF 2162 be recommended to be re-referred to the State Government Finance and Elections Committee.

Chair Hansen directed the clerk to take the role on HF 2162.
