MINUTES

Representative Rick Hansen, Chair of the Environment and Natural Resources Finance and Policy Committee, called the virtual meeting to order at 1:00 P.M. February 3, 2022, pursuant to House rule 10.01. The meeting was conducted over Zoom and broadcast via House Public Information Services.

Representative Heintzeman moved to approve the minutes for April 19, 2021. THE MOTION PREVAILED.

Representative Wazlawik moved to approve the minutes for June 23, 2021. THE MOTION PREVAILED.

Representative Lueck moved to approve the minutes for September 14, 2021. THE MOTION PREVAILED.

Representative Keeler moved to approve the minutes for October 27, 2021. THE MOTION PREVAILED.

Representative Theis moved to approve the minutes for January 18, 2022. THE MOTION PREVAILED.

Representative Becker-Finn moved that HF 2764 (Becker-Finn) be laid over for possible inclusion in an omnibus bill.

Representative Becker-Finn presented HF 2764 Rough fish designations evaluation report required.

Testifying on HF 2764:
- Dr. Solomon David, Assistant Professor, Nicholls State University.
- Tyler Winter.
- Brad Parsons, Fish and Wildlife Fisheries Section Manager, Minnesota Department of Natural Resources (DNR).

Representative Becker-Finn renewed her motion that HF 2764 be laid over for possible inclusion in an omnibus bill. The bill was laid over.

Vice-Chair Wazlawik assumed the gavel at 1:50 P.M.

Representative Hansen moved that HF 2819 (Hansen) be recommended to be re-referred to the Judiciary Finance and Civil Law Committee.

Representative Hansen presented HF 2819, Snowmobile and off-highway vehicle provision violation civil penalties increased.

- Doug Franzen, Lobbyist, Minnesota United Snowmobilers Association.
- Terry Hutchinson, Chair of Legislative Committee, Minnesota United Snowmobilers Association.
- Col. Rodmen Smith, Enforcement Division Director, Minnesota Department of Natural Resources (DNR).

Representative Hansen renewed his motion that HF 2819 be recommended and re-referred to the Judiciary Finance and Civil Law Committee.

Chair Wazlawik directed the clerk to take the roll on HF 2819.

Representative Urdahl presented HF 2792, Luce Line State Trail modified.

- Andrew Korsberg, Parks and Trails Policy and Planning Supervisor, Minnesota Department of Natural Resources (DNR).

Representative Heintzeman renewed his motion that HF 2792 be laid over for possible inclusion in an omnibus bill. The bill was laid over.
