Early Childhood Finance and Policy Division

Representative Dave Pinto, Chair of the Early Childhood Finance and Policy Division, called the virtual meeting to order at 8:30 AM on March 31, 2022 pursuant to House Rule 10.01. The meeting was conducted over Zoom and broadcast via House Public Information Services.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Vice-Chair Pryor moved the minutes of the committee meeting on March 29, 2022 be adopted. THE MOTION PREVAILED.

Rep. Pryor assumed the gavel at: 8:35 AM.

HF4570 (Pinto); Removing obsolete language from voluntary prekindergarten statutes. Chair Pinto moved HF4570 be referred to the Committee on Education Finance.
Chair Pinto moved Amendment H4570DE3.

Representative Davnie renewed the motion to adopt the H4570A1 Amendment to the H4570DE3 Amendment. THE MOTION PREVAILED. THE AMENDMENT TO THE AMENDMENT WAS ADOPTED.

Chair Pinto renewed the motion to adopt the H4570DE3 Amendment, as amended. THE MOTION PREVAILS. THE AMENDMENT, AS AMENDED, WAS ADOPTED

Chair Pinto renewed his motion to refer HF4570, as amended, to the Committee on Education Finance.

Amendment H4570DE3 - Voluntary prekindergarten and other early childhood education programs.

This bill, as amended by the DE3, will serve as the committee's budget proposal for 4-year old pre-kindergarten programs, to be passed to the Education Finance Committee. The remainder of the committee's budget proposal, including with respect to programs overseen by the Department of Education and the Department of Human Services, will be posted and reviewed next week, to be passed to the Committee on Ways & Means.
