MINUTES

Representative Julie Sandstede, Vice-Chair of the Education Finance Committee, called the virtual meeting to order at 10:30am on April 7, 2021 pursuant to House rule 10.01. The meeting was broadcast via Zoom and House Public Information Services.

The Committee Legislative Assistant noted the roll.

Rep. Marquart moved that the minutes from April 6, 2021 be approved. Motion prevailed.

Testimony, written and verbal, from the public on the DE1 to HF 1065 was presented before the committee. The DE1 was previously informationally introduced to the committee on April 6, 2021.

HF 1065 (Davnie) Prekindergarten through grade 12 education funding provided; general education, education excellence, teachers, special education, facilities, nutrition and libraries, early childhood, community education, and state agency provisions modified; reports required; and money appropriated.

-The DE amendment for HF 1065, the Omnibus Education Finance bill, will be posted on Monday, April 5th.
-Walkthrough of the DE amendment and member discussion will take place on Tuesday, April 6th.
-Amendments are due to the Committee Administrator on Wednesday, April 7th at 2 pm.
-Public testimony will begin to be taken at the end of the hearing on Tuesday, April 6th if there's time. All of Wednesday's hearing will be devoted to public testimony & public testimony will conclude on Wednesday, April 7th. Instructions are below on how to sign up for public testimony.
-Formal committee action will be taken on Thursday, April 8th.
-If necessary the committee will meet Thursday afternoon to finish it's work.

• Testimony will be taken on a first come basis. If you wish to testify on this bill, please contact brittney.sunderland@house.mn and copy sarah.burt@house.mn by 5pm, Tuesday April 6th to get instructions. Clearly indicate you'd like to testify on HF 1065 in the subject of your email. Each testifier will have 3 minutes.
• Written testimony is welcome, please see the template saved under permanent committee documents and use that to submit your comments by 5pm Tuesday, April 6th to sarah.burt@house.mn
