MINUTES

Representative Jim Davnie, Chair of the Education Finance Committee, called the virtual meeting to order at 10:30am on March 18, 2021 pursuant to House rule 10.01. The meeting is being broadcast via Zoom and House Public Information Services.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Rep. Marquart moved that the minutes from March 17, 2021 be approved. Motion prevailed.

HF 1083 (Moller) This bill establishes a school mental health services lead in the department of Education and appropriates funding for the position.

Rep. Xiong moved that HF 1083 be presented before the committee; be laid over for further consideration and possible inclusion in a future omnibus bill.

Rep. Moller presented HF 1083.

Rep. Xiong renewed the motion that HF 1083 be laid over for further consideration and possible inclusion in a future omnibus bill.

The meeting of the Education Finance Committee was recessed at 10:55am until approximately 11:00am or the call of the Chair.


Chair Davnie resumed the meeting of the Education Finance Committee at 11:01pm.

HF 1422 (Mariani) The Sanneh Foundation programs provide all-day, in-school, and after-school academic and behavioral interventions for low-performing and chronically absent students focusing on underserved students of color and students from low-income families. Sanneh Foundation program goals included decreasing school absenteeism, encouraging school engagement, improving student grades, and increasing graduation rates. The 2016 Legislature appropriated $1.5 million for this program and the 2017 Legislature appropriated $1 million to expand the number of sites where the program is offered. The 2019 Legislature did not fund the grants for the 2020-2021 budget cycle. HF 1422 annually appropriates $2 million to the Sanneh Foundation for its programming related to youth and makes the funding part of the base budget for future years.

Rep. Erickson moved that HF 1422 be presented before the committee; be laid over for further consideration and possible inclusion in a future omnibus bill.
