MINUTES

Representative Hornstein, Chair of the Transportation Finance & Policy Division, called the Twenty First meeting to order at 12:45 P.M. on March 19th, 2019 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Chair Hornstein called the meeting to order at 12:46pm.


HF1737 (Lippert) Relating to transportation; appropriating money for electric vehicle supply equipment.

Chair Hornstein moved HF1737 for possible inclusion in an omnibus bill.

Representative Lippert introduced his bill.

Allen Gleckner, Fresh Energy, testified on HF1737.

Chair Hornstein laid over HF1737 for possible inclusion in an omnibus bill.


HF98 (Mann) Relating to transportation; requiring the Metropolitan Council to provide special transportation service in Lakeville; appropriating money.

HF171 (Koznick) Relating to transportation; extending the Metro Mobility service area; amending Minnesota Statutes 2018; section 473.386, subdivision 3.

Chair Hornstein moved HF98 and HF171 for possible inclusion in an omnibus bill.

Representative Mann introduced her bill.

Justin Miller, City Administrator, Lakeville, testified on HF98.

Representative Koznick introduced his bill.

Representative Koznick moved the H0171A1 Amendment. THE AMENDMENT WAS ADOPTED.

Nick Jones, Lakeville resident, testified on HF171.

Chair Hornstein laid over HF98 and HF171 as amended for possible inclusion in an omnibus bill.


HF1652 (Youakim) Relating to metropolitan government; providing for additional financing of metropolitan area transit and paratransit capital expenditures; authorizing the issuance of certain obligations.

Representative Youakim moved HF1652 for possible inclusion in an omnibus bill.

Representative Youakim introduced her bill.

Judd Schetnan, Government Affairs Director, Metropolitan Council, testified on the bill.

Representative Torkelson moved the H1652A1 Amendment. THE AMENDMENT WAS ADOPTED.

Representative Runbeck moved the A19-0238 Amendment. Discussion took place. Representative Runbeck withdrew the amendment.

Representative Youakim renewed her motion that HF1652 as amended be laid over for possible inclusion in an omnibus bill.

HF316 (Elkins) Relating to transportation; appropriating money for transportation management organization in the Twin Cities metropolitan area.

Chari Hornstein moved HF316 for possible inclusion in an omnibus bill.

Representative Elkins introduced his bill.

Brad Aho, Executive Director, I-494 Corridor Commission, testified on HF316.

Representative Elkins moved that HF316 be laid over for possible inclusion in an omnibus bill.

HF2499 (Lucero) Relating to motor vehicles; exempting sewage septic tank trucks from certain vehicle-weight limitations.

Chair Hornstein moved HF2499 for possible inclusion in an omnibus bill.

Representative Lucero introduced his bill.

Representative Runbeck moved the H2499DE2 Amendment. THE AMENDMENT WAS ADOPTED.

David Hann, Executive Director, MN Association of Townships, testified on HF2499.

Edward Reynoso, Teamsters Joint Council 32, testified in opposition to HF2499.

Erik Rudeen, Government Affairs, MNDOT, testified on HF2499.

Chair Hornstein laid over HF2499 as amended for possible inclusion in an omnibus bill.


3/12 MINUTES CORRECTION:
Related to HF1568 (Youakim): Strike adoption of Runbeck A2 amendment, and change the roll call vote on HF1568A2 Amendment to have been taken on the bill itself with no amendments. Correctly state that HF1568 was referred to Public Safety without amendment. Note that Representative Youakim voted AYE in the roll call vote on HF1568.

Related to HF492 (Dettmer): Vice Chair Tabke moved the A1 and A2 amendments to HF492, not Representative Dettmer.

Representative Petersburg moved to approve the minutes of March 12th with the above edits and the minutes of March 14th. THE MOTION PREVAILED.


HF1008 (Elkins) Relating to motor vehicles; increasing vehicle registration fees; deeming issuance of duplicate certificates by deputy registrars an expedited service.

Representative Elkins moved that HF1008 be laid over for possible inclusion in an omnibus bill.

Representative Elkins introduced his bill.

Jim Hirst, MN Deputy Registrars Association, testified in support of HF1008.

Julie Hansen, Property and Customer Service Manager, Scott County, testified on HF1008.

Chair Hornstein laid over HF1008 for possible inclusion in an omnibus bill.


Chair Hornstein adjourned the meeting at 2:20pm.
