HOUSING FINANCE AND POLICY DIVISION

MINUTES

Representative Alice Hausman, Chair of the Housing Finance and Policy Division, called the fourth meeting to order at 8:00 A.M. on Wednesday, February 13th, in room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present at 8:00 A.M.

Representative Theis moved adoption of the February 6, 2019 minutes.
THE MOTION PREVAILED.

Scott McLellan, Assistant Commissioner for Construction Codes & Licensing at the Department of Labor and Industry, gave testimony regarding residential development codes, fees, and considerations.

Irene Kao, Intergovernmental Relations Counsel with the League of Minnesota Cities, testified on the impact that development costs have across all of Minnesota’s cities.

Lynda Woulfe, City Administrator for Cambridge, and Bryan Bear, City Administrator for Hugo, testified on how their individual cities are impacted by developmental costs.

Eric West, President of the AIA Minnesota Board of Directors, provided testimony on how developmental fees and costs impact the work of architects across the state.

Steve Noble, President of Noble Custom Homes, and Mike Paradise, President of Bigelow Homes, testified how development fees and regulations impact the work they are able to do in their respective regions.

Nick Erickson, Regulatory Affairs Manager with Housing First Minnesota, provided testimony on behalf of the Housing First report “Priced Out” and spoke to how development costs affect home builders and developers.

Tim Thompson, President of the Housing Justice Center, provided testimony on the complexity of developmental codes, fees and regulations, and how much they impact the cost of affordable housing.



The meeting adjourned at 9:30 A.M.
