MINUTES

Representative Liebling, Chair of the Division, called the meeting to order at 12:46 P.M. on February 12, 2019 in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Cantrell moved that the minutes of February 7, 2019 be approved. THE MOTION PREVAILED.

Kristen Ehresmann, Director of Infectious Diseases and Epidemiology, Minnesota Department of Health (MDH), gave an overview of the MDH Human Immunodeficiency virus (HIV) strategy report.

Darin Rowles, HIV Supports Manager, Minnesota Department of Human Services, responded to member questions.

Rep Cantrell moved that HF 269 be heard and laid over for possible inclusion in the Health and Human Services Finance Division Omnibus Bill.

HF 269 (Cantrell) HIV prevention grant funding provided, and money appropriated.

Representative Munson moved an oral amendment to HF 269 as follows:



Line 1.6, after “organizations” insert “in Minnesota”

Line 1.7, after “communities” insert “in Minnesota”

Line 1.8, after “individuals” insert “in Minnesota”

THE MOTION PREVAILED AND THE ORAL AMENDMENT WAS ADOPTED.

Chair Liebling laid over HF 269 as amended for possible inclusion in the Health and Human Services Finance Division Omnibus Bill.

Chair Liebling moved that HF 479 be heard and laid over for possible inclusion in the Health and Human Services Finance Division Omnibus Bill

HF 479 (Becker-Finn) Domestic violence and sexual assault prevention program established, reports required, and money appropriated.

Representative Franson moved the H0479A1 amendment.

At 2:25 P.M. Chair Liebling recessed the committee until the call of the chair.

Chair Liebling reconvened the committee at 5:16 P.M.

Representative Franson renewed her motion to adopt the H0479A1 amendment.

Chair Liebling moved an oral amendment to the H0479A1 amendment as follows:

Page 1, strike lines 1.2 through 1.5 and lines 1.10 and 1.11.

Representative Franson incorporated Chair Liebling’s oral amendment into H0479A1 and renewed her motion that H0479A1, as amended, be adopted. THE MOTION PREVAILED AND THE AMENDMENT AS AMENDED WAS ADOPTED.

Chair Liebling laid over HF 479, as amended, for possible inclusion in the Health and Human Services Finance Division Omnibus Bill.

The meeting was adjourned at 5:25 P.M.
