SUBCOMMITTEE ON LOCAL GOVERNMENT

MINUTES

Representative Masin, Chair of the Subcommittee on Local Government, called the meeting to order at 9:50 AM on February 20, 2019 in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

HF756 (Cantrell) relating to taxation; authoring municipalities to enter into a fire protection district; amending Minnesota Statutes 2018, section 275.066; proposing coding for new law in Minnesota Statues, chapter 471.

Representative Cantrell presented the bill for an informational hearing.

Representative Elkins moved that the minutes of February 6, 2019 be approved. THE MOTION PREVAILED.

HF192 (Masin) relating to the Metropolitan Council; providing for staggered terms; expanding the membership of the nomination committee; requiring additional information to be made publicly available as part of the selection process; clarifying council member qualifications; requiring new advisory committee; establishing sewer availability charges stakeholder group; amending Minnesota Statutes 2018, sections 473.123, subdivisions 2a, 3; 473.127.

HF192 was amended during the February 6, 2019 meeting deleting sections 3 and 4 before being laid over.

Representative Masin moved the H0192A3 amendment be adopted. THE MOTION PREVAILED.

Representative Koznick moved an oral amendment to the H0192DE1 amendment: on page 2, line 26, delete the first “four” and insert “five” and delete the second “four” and insert “three”. THE MOTION PREVAILED.

Representative Elkins moved that the H0192DE1 amendment, as amended, be adopted. THE MOTION PREVAILED.

Representative Masin moved that HF192, as amended, be moved to the Committee on Government Operations. THE MOTION PREAVAILED.

HF 370 (Fischer) relating to the Metropolitan Council; providing for staggered terms; expanding the membership of the nomination committee; requiring additional information to be made publicly available as part of the selection process; clarifying council member qualifications; amending Minnesota Statutes 2018, section 473.123 subdivisions 2a, 3.

Representative Masin moved that HF370 be laid over. THE MOTION PREVAILED

HF703 (Masin) relating to local government; repealing the political subdivision compensation limit; making a conforming change; amending Minnesota Statutes 2018, section 473.606, subdivision 5; repealing Minnesota Statutes 2018, section 43A.17, subdivision 9.
