MINUTES

Representative Cheryl Youakim, Chair of the Committee, called the meeting to order at 2:38 PM on Wednesday, March 13, 2019 in Room 5 of the State Office Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Kunesh-Podein, Vice Chair of the Committee, assumed the gavel at 2:40 PM.

Representative Youakim moved amendment H1711DE1.

Representative Youakim moved amendment H1711A41 to amend the H1711DE1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Youakim moved amendment H1711A42 to amend the H1711DE1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Baker moved amendment H1711A26 to amend the H1711DE1 amendment. THE MOTION DID NOT PREVAIL.

Representative Erickson moved amendment H1711A5 to amend the H1711DE1 amendment.

Alex Liuzzi, PELSB, clarified questions on the H1711A5 amendment.

Representative Wazlawik moved amendment H1711A40 to amend the H1711DE1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Her moved the H1711A28 amendment to amend the H1711DE1 amendment.

Hoang Murphy, Foster Advocates, testified on the H1711A28 amendment.

Representative Bahr moved to incorporate an oral amendment on page 1, line 5 of the H1711A28 amendment, after “seven” insert “school”. THE MOTION PREVAILED. THE AMENDMENT, AS INCORPORATED, WAS ADOPTED.

Representative Hassan moved the H1711A38 amendment to amend the H1711DE1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Bennett moved the H1711A20 amendment to amend the H1711DE1 amendment.

Representative Youakim moved to incorporate an oral amendment to H1711A20 on page 1, lines 5 and 7, after “Climate” insert “Technical Assistance”. THE MOTION PREVAILED. THE AMENDMENT, AS INCORPORATED, WAS ADOPTED.

Representative Urdahl moved the H1711A18 amendment to amend the H1711DE1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Bahr moved the A19-0179 amendment to amend the H1711DE1 amendment.

Representative Baker moved to incorporate the A19-0185 amendment into the A19-0179 amendment. THE AMENDMENT WAS INCORPORATED.

Jim Erickson, Northstar Council, testified in support of the A19-0179 amendment.
Valerie Dosland, Minnesota Association of School Administrators, testified with concerns to the A19-0179 amendment.

Representative Baker requested a division. By a vote of 7 AYES and 9 NAYS, THE MOTION DID NOT PREVAIL.

The meeting adjourned at 4:07 PM.
