MINUTES

Representative Cheryl Youakim, Chair of the Committee, called the meeting to order at 2:30 PM on Tuesday, February 19, 2019 in Room 5 of the State Office Building. A quorum was present at 2:32 PM.

The Committee Legislative Assistant noted the roll.

Representative Bahr moved to approve the minutes for the Wednesday, February 13, 2019 meeting. THE MOTION PREVAILED.

HF508 (Haley) – School board options expanded when disposing of surplus computers.

Representative Youakim moved that HF508 be laid over for possible inclusion in an omnibus bill.

Representative Haley and Representative Tabke introduced HF508.

Mike Redmond, Superintendent, Shakopee Public Schools, testified in support of HF508.

Representative Youakim renewed the motion that HF508 be laid over for possible inclusion in an omnibus bill. HF508 WAS LAID OVER.

HF681 (Tabke) – Pregnant and parenting pupils transportation to qualified programs provided, reimbursement allowed, and money appropriated.

Representative Youakim moved that HF681 be referred to the Ways and Means Committee.

Representative Tabke introduced HF681.

Darren Kermes, Superintendent, Intermediate School District 288, testified in support of HF681.

Sydney Lande, Student, Tri-City United, testified in support of HF681.

Joeline Reyna, Student, Eastern Carver County, testified in support of HF681.

Representative Youakim renewed the motion that HF681 be referred to the Ways and Means Committee. THE MOTION PREVAILED.

HF987 (Richardson) – Low income student access to driver education programs expanded, driver education work group established, report required, and money appropriated.

Representative Youakim moved that HF987 be referred to the Government Operations Committee.

Representative Richardson introduced HF987.

Jasmine Carey, Legislative Coordinator, Council for Minnesotans of African Heritage, testified in support of HF987.

Denise Dittrich, Minnesota School Boards Association, clarified on changes made in driver education programs in school.

Rick Heller, Unofficial Twice Exceptional and Print Disabled, testified on HF987.

Representative Youakim renewed the motion that HF987 be referred to the Government Operations Committee. THE MOTION PREVAILED.

HF525 (Persell) – Pupil transportation adjustment calculation modified, pupil transportation working group provided, and report required.

Representative Huot moved that HF525 be referred to the Government Operations Committee.

Representative Persell and Representative Dettmer introduced HF525.

Steve Massey, Superintendent, Forest Lake Area Schools, testified in support of HF525.

Chris Leinen, Business Manager, Bemidji Area Schools, testified in support of HF525.

Representative Youakim renewed the motion that HF525 be referred to the Government Operations Committee. THE MOTION PREVAILED.

HF761 (Erickson) – Pupil transportation for certain homeless students authority assigned, and money appropriated.

Representative Youakim moved that HF761 be laid over for possible inclusion in an omnibus bill.

Representative Erickson introduced HF761.

Connie Hayes, Superintendent, Intermediate School District 916, testified in support of HF761.

Ryan Stack, Minneapolis Public Schools, testified in support of HF761.

Representative Youakim renewed the motion that HF761 be laid over for possible inclusion in an omnibus bill. HF761 WAS LAID OVER.
