MINUTES
Representative Runbeck, Chair of the Transportation and Regional Governance Policy Committee, called the meeting to order at 1:00 P.M. on March 5, 2017, in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

Chair Runbeck called the meeting to order at 1:03 P.M. A quorum was present.

Representative Barr, R moved the minutes from February 28th. THE MOTION PREVAILED.

HF1126 (Kiel) Driver's licenses governed, and restricted farm work license requirements modified.

Chair Runbeck moved HF1126 be re-referred to the General Register.

Representative Kiel presented HF1126.

Chair Runbeck renewed the motion that HF1126 be re-referred to the General Register. THE MOTION PREVAILED.

HF1589 (Carlson, A) Limousine window glazing exception clarified.

Representative Carlson moved that HF1589 be re-referred to the General Register.

Representative Carlson presented HF1589.

Representative renewed the motion that HF1589 be re-reffred to the General Register. THE MOTION PREVAILED.

HF1399 (Quam) Airport zoning provisions modified.

Chair Runbeck moved that HF1399 be re-referred to the Committee on Government Operations and Elections.

Chair Runbeck moved the H1399A1 Amendment. THE MOTION PREVAILED.
Representative Quam presented HF1399.
Ryan Gaug, MnDOT Aeronautics Planning Director, testified in support of HF1399.

Chair Runbeck renewed the motion that HF1399 as amended be re-referred to the Committee on Government Operations and Elections. THE MOTION PREVAILED.

HF2740 (Nornes) Seat belt requirement exceptions relating to recycling and solid waste collection vehicles amended.

Chair Runbeck moved HF2740 before the Committee on Transportation and Regional Governance Policy.

Representative Nornes presented HF2740.
Captain Jonathan Olsen, Minnesota State Patrol, testified in opposition to HF2740.

Chair Runbeck laid over HF2740 for possible inclusion in an omnibus bill.

HF1416 (Rarick) Peace officers authorized to issue citations based on report from work zone flagger, and wireless communications device use in work zones prohibited.

Chair Runbeck moved HF1416 before the Committee on Transportation and Regional Governance Policy.

Chair Runbeck moved the H1416A2 Amendment. THE MOTION PREVAILED.

Representative Rarick presented HF1416.
Abbey Bryduck, Associated General Contractors, testified in favor of HF1416.

Chair Runbeck laid over HF1416 for possible inclusion in an omnibus bill.

Chair Runbeck adjourned the meeting at 2:04 P.M.
