MINUTES

Representative Torkelson, Chair of the Transportation Finance Committee, began the twentieth meeting at 1:00 P.M. on Thursday, March 9th, 2017, in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Torkelson began the meeting at 1:00 P.M. A quorum was not present.

HF976 (Layman) Minnesota rail service improvement funding provided, and money appropriated.

Representative Torkelson moved HF976 be laid over for possible inclusion in the omnibus bill.

Representative Layman introduced the bill.

Tom Pagel, City Administrator, City of Grand Rapids, testified on the bill.

Representative Torkelson renewed his motion that HF976 be laid over for possible inclusion.

HF1984 (Barr) South St. Paul airport civil air patrol training and maintenance facility renovation and expansion funding provided, and money appropriated.

Representative Barr moved HF1985 be laid over for possible inclusion in the omnibus bill.

Representative Barr introduced the bill.

Col. James Garlough, MN Wing Civil Air Patrol Commander, testified on the bill.

Col. Kevin Sliwinski, Government Relations Advisor MN Wing Civil Air Patrol, testified on the bill.

Representative Barr renewed her motion that HF1984 be laid over for possible inclusion in the omnibus bill.

HF1990 (Albright) Replacement transit service provider financial assistance amount modified.

Representative Torkelson moved HF1990 be laid over for possible inclusion in the omnibus bill.

Representative Albright introduced the bill.

Len Simich, Executive Director, SouthWest Transit, testified on the bill.

Luther Wynder, Deputy Director, Minnesota Valley Transit, testified on the bill.

Judd Schatnan, Government Affairs, Metropolitan Council, testified on the bill.

Representative Torkelson renewed his motion that HF1990 be laid over for possible inclusion in the omnibus bill.

HF1496 (West) Blaine; Trunk Highway 65 congestion and safety improvement study required, and money appropriated.

Representative Torkelson moved HF1496 be laid for possible inclusion in the omnibus bill.

Representative Albright introduced the bill.

Doug Fischer, Anoka County Engineer, testified on the bill.

Representative Torkelson renewed his motion that HF1496 be laid over for possible inclusion in the omnibus bill.

Representative Petersburg assumed the gavel at 1:57 P.M.

HF1871 (Torkelson) Transportation Department contract loan forgiveness provided.

Representative Torkelson moves HF1871 be laid over for possible inclusion in the omnibus bill.

HF859 (Paul Torkelson) Koochiching County; Transportation Department unused or divided land conveyance provided, highways on the trunk highway system removed or modified, and state-owned land conveyance authorized.

Representative Torkelson moved HF859 be re-referred to the committee on Ways and Means.

Representative Torkelson introduced the bill.

Erik Rudeen, Government Affairs, Minnesota Department of Transportation, testified on the bill.

Representative Torkelson renewed this motion that HF859 be re-referred to the committee on Ways and Means. THE MOTION PREVAILED.

HF861 (Torkelson) Commercial motor vehicle provisions, highway-rail grade crossing signs, Transportation Department contract preference requirements, and transportation plan due dates modified.

Representative Torkelson moved HF861 be laid over for possible inclusion in the omnibus bill.

Erik Rudeen, Government Affairs, Minnesota Department of Transportation, testified on the bill.

Representative Torkelson renewed his motion that HF861 be laid over for possible inclusion in the omnibus bill.

Representative Petersburg officially called the meeting to order at 2:09 P.M.

Representative Johnson moved to approve the minutes of March 7th, 2017. THE MOTION PREVAILED.

Representative Torkelson assumed the gavel 2:09 P.M.

HF1550 (Backer) Municipal road funding provided for, and allocation and distribution of funds amended.

Representative Torkelson moved HF1550 be laid over for possible inclusion in the omnibus bill.

Rick Blake, City Councilor, City of Grand Rapids, testified on the bill.

Tony Chladek, City Administrator, City of Rushford, testified on the bill.

Gary Pederson, Executive Director, Minnesota Association of Townships, testified on the bill.

Steve Novak, Legislative Liaison, Minnesota Inter-County Association, testified on the bill.

Representative Torkelson renewed his motion that HF1550 be laid over for possible inclusion in the omnibus bill.

HF1725 (Drazkowski) Vehicles transporting milk weight limitations amended, and analysis of deficient bridges required.

Representative Drazkowski moved HF1725 be sent to the committee on Ways and Means.

Representative Drazkowski introduced the bill.

Nancy Daubenberger, Assistant Commissioner of Engineering Services, Minnesota Department of Transportation, testified on the bill.

Lucas Sjostrom, Minnesota Milk Producers, testified on the bill.

Gary Pederson, Executive Director, Minnesota Association of Townships, testified on the bill.

Emily Pugh, Minnesota Association of Counties, testified on the bill.

Representative Drazkowski renewed his motion that HF1725 be re-referred to the committee on Ways and Means.

Representative Drazkowski amended his motion that HF1725 be sent to the General Register. THE MOTION PREVAILED.
