MINUTES

Representative Torkelson, Chair of the Transportation Finance Committee, began the seventeenth meeting at 1:02 P.M. on Tuesday, February 28th, 2017, in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Torkelson called the meeting to order at 1:02 P.M. A quorum was not present.

Presentation by the Department of Public Safety on the Governor’s budget recommendations for transportation.

Cassandra O’Hern, Deputy Commissioner, Department of Public Safety.
Donna Berg, Director, Office of Traffic Safety.
Brian Sweeney, Government Affairs, BNSF Railway.

Representative Torkelson officially called the meeting to order at 1:13 P.M. A quorum was present.

Representative Johnson moved to approve the minutes of February 23rd 2017. THE MOTION PREVAILED.

HF1352 (Petersburg) Aviation tax on gasoline used as a substitute for aviation gasoline revenue dedicated to the state airports fund.

Representative Petersburg moved HF1352 be re-referred to the committee on Taxes.

Representative Torkelson moved the H1352A1 amendment. THE AMENDMENT WAS ADOPTED.

Representative Petersburg presented HF1352.
Bruce Cleven, Lobbyist, Agriculture Aviation, testified on the bill.

Gordon Hoff, Executive Director, Minnesota Business Aviation Association, testified on the bill.

Representative Petersburg renewed his motion that HF1352, as amended, be re-referred to the committee on Taxes. THE MOTION PREVAILED.

HF1336 (Petersburg) Special fuels for off-road uses exempted.

Representative Petersburg moved HF1336 be re-referred to the committee on Taxes.

Representative Petersburg presented HF1336.

John Hausladen, President, Minnesota Trucking Association, testified on the bill.

Representative Petersburg renewed his motion that HF1336 be re-referred to the committee on Taxes. THE MOTION PREVAILED.

Representative Petersburg assumed the gavel at 1:45 P.M.

HF1617 (Torkelson) Local bridge replacement and rehabilitation program grant amount cap set.

Representative Torkelson moved HF1617 be re-referred to the committee on Capital Investment.

Representative Torkelson presented HF1617.

Don Elwood, Director of Engineering, City of Minneapolis, testified on the bill.

Beverly Farraher, Public Works Operations Manger, City of Saint Paul, testified on the bill.

Steve Novak, Lobbyist, Minnesota Inter County Association, testified on the bill.

Dan Larson, Lobbyist, Minnesota Rural Cities, testified on the bill.

Representative Torkelson moved the H1617A1 amendment. THE AMENDMENT WAS ADOPTED.

Representative Johnson moved the H1617A2 amendment.

Representative Johnson moved to incorporate the following oral amendment to the HF1617A2 amendment: On P.1, L. 2, delete "$3,000,000" and insert "$5,000,000". THE ORAL AMENDMENT WAS NOT INCORPORATED.

Representative Johnson withdrew the HF1617A2 amendment.

Representative Torkelson renewed his motion that HF1617, as amended, be re-referred to the committee on Capital Investment. THE MOTION PREVAILED.

Representative Torkelson assumed the gavel at 2:25 P.M.

HF257 (S. Anderson) Retired law enforcement special license plates established.

Representative Torkelson moved HF257 be laid over for possible inclusion in the omnibus bill.

Representative Anderson presented HF257.

Representative Torkelson laid over HF257 for possible inclusion in the omnibus bill.

HF800 (Nash) Light rail transit operating costs governed.

Representative Torkelson moved HF800 be laid over for possible inclusion in the omnibus bill.

Representative Baker presented HF800.

Representative Torkelson laid over HF800 for possible inclusion in the omnibus bill.

The meeting was adjourned at 2:46 P.M.
