PROPERTY TAX AND LOCAL GOVERNMENT FINANCE COMMITTEE
MINUTES

Representative Drazkowski, Chair of the Property Tax and Local Government Finance Committee, called the meeting to order at 8:17AM on March 15th, 2017, in Room 10 of the State Office Building. A quorum was not present.

The Committee Legislative Assistant noted the roll.

Representative Drazkowski officially called the meeting to order at 8:18AM. A quorum was present.

Representative Barr moved the minutes of March 13th, 2017 be approved. THE MINUTES WERE APPROVED.

HF153 (Mary Murphy) Hermantown; local option sales tax use and revenues modified.

Representative Marquart moved that HF153 be laid over.

Representative Marquart moved the H0153A2 amendment. THE AMENDMENT WAS ADOPTED.

Testifying on HF153 was John Mulder, City of Hermantown.

Representative Marquart renewed his motion that HF153, as amended, be laid over.

HF154 (Mary Murphy) Proctor; additional one-half percent sales and use tax authorized, and local approval of laws and validation of city actions provided.

Representative Loeffler moved that HF154 be laid over.

Testifying on HF154 was Jake Benson, City of Proctor City Council.

Representative Loeffler renewed her motion that HF154 be laid over.

HF172 (Lien) Clay County; local sales and use tax to fund a correctional facility and law enforcement center allowed.

Representative Lien moved that HF172 be laid over.

HF191 (Sundin) Moose Lake; sales and use tax imposition authorized.

Representative Loonan moved that HF191 be laid over.

HF446 (Bennett) Albert Lea; local sales tax authority modified.

Representative Neu moved that HF446 be laid over.

Testifying on HF446 was Laura Cunningham, Albert Lea Lakes Foundation and Chad Adams, City of Albert Lea.

Representative Neu renewed her motion that HF446 be laid over.

HF1325 (Metsa) Guaranteed distribution formula for the taconite municipal aid amount modified, and municipal aid account allocation indexed to inflation.

Representative Franke moved that HF1325 be laid over.

Representative Franke renewed his motion that HF1325 be laid over.

HF536 (Baker) New London; local sales and use tax imposition and bond issuance authorized.

Representative Rarick moved that HF536 be laid over.

HF659 (Torkelson) New Ulm; local excise and sales and use tax extension allowed, and use of revenues from the taxes modified.

Representative Franke moved that HF659 be laid over.

Testifying on HF659 was Bob Skillings, New Ulm Sales Tax Leadership Committee Member.

Representative Franke renewed his motion that HF659 be laid over.

HF1469 (Torkelson) Sleepy Eye; local lodging tax authorized.

Representative Anderson moved that HF1469 be laid over.

Representative Anderson moved to incorporate the following oral amendment to HF1469: On P.1, Section 1, strike Subd. 2., L. 1.11-1.14. THE AMENDMENT WAS INCORPORATED.

Representative Anderson renewed his motion that HF1469, as amended, be laid over.

HF1720 (Backer) Agricultural containment facility exemption modified.

HF1283 (Hamilton) Worthington; authority to use revenues from and issue debt associated with local sales and use taxes modified, and use of revenues and related provisions modified.

Representative Whelan moved that HF1283 be laid over.

Testifying on HF1283 was Steve Robinson, City of Worthington, and Mayor Mike Kuhle, City of Worthington.

Representative Whelan renewed her motion that HF1283 be laid over.

HF1556 (Paul Anderson) Land transfer or divisions restriction modified.

HF533 (Lueck) Garrison, Kathio, West Mille Lacs Lake Sanitary district authorized to impose a local sales and use tax.

Representative Neu moved that HF533 be laid over.

HF1431 (Marquart) Assessor accreditation waiver provided, and assessor accreditation requirements modified.

Representative Marquart moved that HF1431 be laid over.

Representative Erickson moved the H0112A1 amendment. THE AMENDMENT WAS APPROVED.

HF1930 (Marquart) Second exemption for refund claimants allowed.

Representative Marquart moved that HF1930 be laid over.

HF2182 (Loeffler) Homestead credit state refund and property tax refund for renters schedules modified.

Representative Loeffler moved that HF2182 be laid over.

Representative Loeffler moved the H2182A1 amendment. THE AMENDMENT WAS ADOPTED.

Representative Loeffler renewed her motion that HF2182, as amended, be laid over.

HF1379 (Paul Anderson) Redemption period amended, county auditors granted additional authority, counties allowed to sell tax-forfeited lands online, eviction action when an individual holds over real property after a real estate tax judgement sale allowed landlord allowed to dispose of an evicted tenant’s property, and technical and conforming changes made.

Representative Anderson moved that HF1379 be laid over.

Representative Anderson moved the A17-0223 amendment. THE AMENDMENT WAS ADOPTED.

Representative Anderson moved to incorporate the following oral amendment to HF1379: On P.5, strike Section 7, L. 5.12-5.20. THE AMENDMENT WAS INCORPORATED.

Testifying on HF1379 was Cindy Geis, Minnesota Association of County Officers, Jeffrey Strand, Minnesota Association of County Officers, Ron Elwood, Legal Services Advocacy Project, and Todd Hill, Hill Capitol Strategies.

HF1263 (Rarick) County levy authority modified, and county levies treated as special taxing district levies.
