MINUTES


Representative Bob Dettmer, Chair of the Veterans Affairs Division, called the meeting to order at 1:03 PM on March 5th, 2018, in Room 5 of the State Office Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Lesch moved to approve the minutes of the February 26th, 2018 meeting. THE MOTION PREVAILED.

Ben Johnson, Legislative Relations Director, Department of Veterans Affairs, gave an informational briefing on Department of Veterans Affairs bonding requests.

HF3199 (Poston) Military code scope clarified.

Rep. Poston moved HF3199 be re-referred to the General Register.

Representative Poston presented HF3199.

Don Kerr, Executive Director, Department of Military Affairs, testified in favor of HF3199.
Captain Justin Baker, MN National Guard, testified in favor of HF3199.

Rep. Poston renewed his motion that HF3199 be re-referred to the General Register. THE MOTION PREVAILED.

HF3212 (Neu) State active service and pay for armory rentals authorized.

Chair Dettmer moved HF3212 be re-referred to the General Register.

Representative Neu presented HF3212.

Don Kerr, Executive Director, Department of Military Affairs, testified in favor of HF3212.
Captain Justin Baker, MN National Guard, testified in favor of HF3212.

Chair Dettmer renewed his motion that HF3212 be re-referred to the General Register. THE MOTION PREVAILED.

HF3213 (Munson) Rental terms authorized for military department buildings.

Chair Dettmer moved HF3213 be re-referred to the General Register.

Representative Munson presented HF3213.

Chair Dettmer renewed his motion that HF3213 be re-referred to the General Register. THE MOTION PREVAILED.

Vice Chair Bliss assumed the gavel at 1:45 PM.

HF3278 (Dettmer) Adjutant general authority clarified.

Representative Dettmer moved HF3278 be re-referred to the Committee on Government Operations.

Representative Dettmer presented HF3278.

Captain Justin Baker, MN National Guard, testified in favor of HF3278.

Representative Dettmer renewed his motion that HF3278 be re-referred to the Committee on Government Operations. THE MOTION PREVAILED.

HF1123 (Davnie) Homestead valuation exclusion increased for disabled veterans

Vice Chair Bliss moved HF1123 before the committee and that it be re-referred to the Committee on Taxes.

Vice Chair Bliss moved the 1123-DE1 Amendment.
Chair Dettmer assumed the gavel at 1:49 PM.

Representative Davnie presented HF1123, as amended.

Phil Tennebaum, Vietnam Veteran, testified in favor of HF1123, as amended.
Tom Diamond testified in favor of HF1123, as amended.

Chair Dettmer renewed Vice Chair Bliss’s motion that HF1123 be re-referred, as amended, to the Committee on Taxes. THE MOTION PREVAILED.

The meeting was adjourned at 1:55 PM.
