MINUTES


Representative Pat Garofalo, Chair of the Job Growth and Energy Affordability Policy and Finance Committee called the meeting to order at 3:00 PM on March 13, 2018, in Room 10 of the State Office Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Moran moved the meeting minutes from March 6, 2018 be approved. THE MOTION PREVAILED.


Overview of the Workforce Development Fund Expenditures and Revenues
Chris Zempel, Nonpartisan House Fiscal Analyst, testified about funding and revenue.


HF1535 (Fabian) Workforce and affordable housing program funding provided, and money appropriated.

Representative Fabian moved HF1535 to be referred to the Committee on Taxes.

Representative Fabian moved 1535DE1 to be adopted. THE MOTION PREVAILED.

Representative Fabian renewed his recommendation to move HF1535 to be referred to the Committee on Taxes. THE MOTION PREVAILED.


HF1591 (Moran) Hallie Q. Brown Community Center, Inc. grant funding provided, and money appropriated.

Representative Moran moved HF1591 to be considered for possible inclusion in later bill.

Joel Franklin, Director of Community Ambassadors Initiative; Matt Toupal, Saint Paul Police Department Deputy Chief; testified on HF1591.

Representative O’Neill assumed the gavel at 3:17PM.

Julie Bauch, Building Owners and Managers Association Saint Paul; Jonathan Palmer, Executive Director, Hallie Q. Brown Community Center; testified on HF1591.

Representative Moran moved HF1591 to be laid over for possible inclusion in a later bill. THE MOTION PREVAILED.

Representative Garofalo, Chair of the Job Growth and Energy Affordability Policy and Finance Committee, assumed the gavel at 3:43PM.

HF2913 (Thissen) Employers prohibited from requiring disclosure of past wages, and civil penalties imposed.

Representative Thissen moved HF2913 to be re-referred to the Committee on Civil Law.

Representative Thissen moved 2913A1 Amendment to be adopted. THE MOTION PREVAILED.

Lisa Stratton, Attorney, Gender Justice; Cam Winton, Director of Energy and Labor – Management Policy, Minnesota Chamber of Commerce; testified on HF2913.

Representative Garofalo, Chair of the Job Growth and Energy Affordability Policy and Finance Committee, moved to table HF2913. THE MOTION PREVAILED.
