MINUTES

Representative Sondra Erickson, Chair of the Education Innovation Policy Committee, began the meeting and unofficially called the meeting to order at 8:15 AM on March 15, 2018, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Erickson officially called the meeting to order at 8:19 AM. A quorum was present.

Representative Bahr moved HF 2750.

David Lowell, U.S. Army Sergeant First Class, testified in favor of HF 2750.

Gilliam Decker, U.S. Army Sergeant First Class, testified in favor of HF 2750.

Representative Erickson laid over HF 2750 for possible inclusion in an omnibus bill.

Representative Urdahl moved HF 3589.

Representative Erickson moved amendment H3589A1. THE AMENDMENT WAS ADOPTED.

Representative Urdahl presented HF 3589 as amended.

Jennifer Bloom, Executive Director of Learning Law and Democracy Foundation, testified in favor of HF 3589 as amended.

Adosh Unni, Director of Government Relations for the Minnesota Department of Education, testified on HF 3589 as amended with concerns.

Denise Dittrich, Minnesota School Boards Association, testified on HF 3589 as amended with concerns.

Representative Erickson laid over HF 3589 as amended for possible inclusion in an omnibus bill.

Representative Bahr moved approval of the minutes from the March 13, 2018 meeting. THE MOTION PREVAILED.

Representative Erickson moved to re-refer HF 3692 to the committee on Education Finance.

Representative Erickson moved amendment H3692A1. THE AMENDMENT WAS ADOPTED.

Representative Jessup presented HF 3692 as amended.

Kimberly Dumitrica, Decoding Dyslexia, testified in favor of HF 3692 as amended.

Kelly Fisher, Decoding Dyslexia, testified in favor of HF 3692 as amended.

Michele Kvikstad, Decoding Dyslexia, testified in favor of HF 3692 as amended.

Rachel Depa, Decoding Dyslexia, testified in favor of HF 3692 as amended.
