MINUTES

Representative Sondra Erickson, Chair of the Education Innovation Policy Committee, called the meeting to order unofficially at 8:15 AM on February 23, 2017, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Erickson officially called the meeting to order at 8:19 AM. A quorum was present.

Representative Jessup moved approval of the minutes from February 21, 2017. THE MOTION PREVAILED.

HF1254 (Baker): Propane school buses and fueling station rebates provided, and Pollution Control Agency rebate program established.

Thomas Keliher gave testimony in support of HF1254.

Representative Grossell moved to re-refer HF1254 to the committee on Job Growth and Energy Affordability Policy and Finance.

Representative Grossell moved to adopt the H1254A2 amendment. THE MOTION PREVAILED, AND THE AMENDMENT WAS ADOPTED.

Representative Baker gave a summary of HF1254 as amended.

John Thomas, Transportation Manager Eastern Carver County Schools, provided testimony in support of HF1254.

David Thornton, Assistant Commissioner Minnesota Pollution Control Agency, testified on HF1254.

Representative Grossell renewed the motion to re-refer HF1254, as amended, to the committee on Job Growth and Energy Affordability Policy and Finance. THE MOTION PREVAILED.

HF1289 (Erickson): School districts encouraged to notify high school students of advanced placement and international baccalaureate program offerings in science, technology, engineering, and math; grants authorized; and money appropriated.

Representative Erickson moved to re-refer HF1289 to the committee on Education Finance.


Representative Erickson moved the H1289A1 amendment. THE MOTION PREVAILED, THE AMENDMENT WAS ADOPTED.

Representative Erickson introduced HF1289 as amended.

Todd Iverson, College Board, testified on HF1289.

Jon Peterson Director of Minnesota Association of IB World Schools, testified on HF1289.

Representative Erickson renewed the motion to re-refer HF1289, as amended, to the committee on Education Finance. THE MOTION PREVAILED.

HF1376 (Erickson): Prekindergarten through grade 12 education provisions modified.

Representative Erickson moved to lay over HF1376 for possible inclusion in an omnibus bill.

Adosh Unni, Director of Government Relations with the Minnesota Department of Education, gave an overview of HF1376.

Cory Stai, Reading Specialist with the Minnesota Department of Education, provided some insight on clarifying language in HF1376.

Brandie Burris-Gallagher, a Policy Director with Ed Allies, testified with some concerns in regards to HF1376.

Antonio Cardona, Pillsbury United Communities, testified with concerns in regards to HF1376.

Tierney Carroll, Board Chair of Loveworks Charter School, testified with concerns in regards to HF1376.

Eugene Piccolo, Executive Director of the Minnesota Association of Charter Schools, testified with concerns in regards to HF1376.

Jim Bartholomew, Minnesota Business Partnership, testified on HF1376.

Therese Privette, Principal of North Metro Flex Academy, testified with concerns in regards to HF1376.

Kevin McHenry, Assistant Commissioner with the Minnesota Department of Education, addressed concerns with language regarding Charter Schools in HF1376.

Representative Erickson renewed the motion to lay over HF1376 for possible inclusion in an omnibus bill.

The meeting adjourned at 9:59 AM.
