MINUTES

Representative Peggy Scott, Chair of the Civil Law and Data Practices Policy Committee, called the meeting to order at 8:17 AM, on March 2nd, 2017, in the Basement Hearing Room of the State Office Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Loonan moved to approve the minutes of February 28th, 2017. THE MOTION PREVAILED.

HF1693 (Davids) Minnesota premium security plan authorized as a state-based reinsurance program administered by the Minnesota Comprehensive Health Association.

Representative Scott moved that HF1693 be referred to the Committee on Commerce and Regulatory Reform.

Representative Scott moved the HF1693DE1 amendment. THE AMENDMENT WAS ADOPTED.

Representative Scott renewed her motion that HF1693 as amended be referred to the Committee on Commerce and Regulatory Reform. THE MOTION PREVAILED.

HF1291 (Fabian) Permitting requirements modified, expedited environmental-review billing options provided, reclamation appeal provisions modified, and Environmental Quality Board eliminated and duties reassigned.

Representative Lucero moved that HF1291 be referred to the Committee on Government Operations and Elections Policy.

Representative Howe moved that HF593 be referred to the General Register.

HF1244 (Petersburg) Appeal process for denial or revocation of driveway permit provided.

Representative O’Neill moved that HF1244 be referred to the Committee on Transportation Finance.

Representative O’Neill renewed her motion that HF1244 be referred to the Committee on Transportation Finance. THE MOTION PREVAILED.

HF1538 (Smith) Minnesota Common Interest Ownership Act amended to provide for construction defect claims.

Representative Smith moved that HF1538 be referred to the General Register.

Representative Smith moved the HF1538A1 amendment. THE AMENDMENT WAS ADOPTED.

Representative Smith moved to adopt the following oral amendment to HF1538 “Line 4.2 after the fifth word add the word private.” THE ORAL AMENDMENT WAS ADOPTED.

Representative Scott reconvened the meeting at 4:41 PM.

Representative Smith renewed his motion that HF1538 as amended be referred to the General Register. THE MOTION PREVAILED.

HF1701 - (Omar): Electronic access data definition modified to exclude government employees.

Representative Omar moves that HF1701 be laid over for possible inclusion in the Data Practices omnibus bill.
