MINUTES

Representative Denny McNamara, Member of the Transportation Policy and Finance Committee, called the twenty-first meeting to order at 12:49 p.m. on March, 23, 2015, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative McNamara called the meeting to order at 12:49 p.m. A quorum was present.

HF1415 (Torkelson): Roadway use access modified.

Representative McNamara moved that HF1415 come before the committee.

Representative Torkelson testified on HF1415.

Representative Uglem moved to approve the minutes of March 18, 2015. THE MOTION PREVAILED.

Representative McNamara laid over HF1415 for possible inclusion in the Transportation Policy and Finance Omnibus Bill.

HF1856 (Fenton): Woodbury; Interstate Highways 94, 694, and 494 interchange safety improvement study required.

Representative McNamara moved that HF1856 come before the committee.

Representative McNamara moved the H1856A1 amendment. THE AMENDMENT WAS ADOPTED.

Representative Fenton testified on HF1856.

HF1450 (Drazkowski): Small cities assistance program established.

Representative Drazkowski moved to recommend HF1450 be re-referred to the Committee on Taxes.

Representative Drazkowski testified on HF1450.

Representative Drazkowski moved the H1450A2 amendment with the following oral amendment: Page 1, Line 8, strike “25” and insert “30”. THE AMENDMENT WAS ADOPTED.

Representative Drazkowski moved the H1450A3 amendment. THE AMENDMENT WAS ADOPTED.

Dan Matejka, City Administrator of Goodview, testified in support of HF1450.

Representative Drazkowski renewed his motion to recommend HF1450, as amended, be re-referred to the Committee on Taxes. THE MOTION PREVAILED.

Chair Kelly assumed the gavel at 3:23 p.m.

HF1525 (Loon): Transportation Advisory Board of the Metropolitan Council composition modified.

Chair Kelly moved that HF1525 come before the committee.

Representative Loon testified on HF1525.

Jeff Wojse Plymouth City Manager, testified in support of HF1525.

James Clark, Attorney for Messerli & Kramer on behalf of the Suburban Transit Association, testified on HF1525.

Chair Kelly laid over HF1525 for possible inclusion in the Transportation Policy and Finance Omnibus Bill.

HF243 (Newton): Driver's licenses and Minnesota identification cards Purple Heart designation established, and state park permits provided.

Chair Kelly moved to recommend HF243 be re-referred to the Committee on Environment and Natural Resources Policy and Finance.

Representative Newton testified on HF243.

Chair Kelly renewed his motion to recommend HF243 be re-referred to the Committee on Environment and Natural Resources Policy and Finance. THE MOTION PREVAILED.

HF1903 (Hornstein): Making appropriations for transportation management
organizations in the Twin Cities metropolitan area.

Representative Hornstein moved that HF1903 come before the committee.

Representative Hornstein testified on HF1903.

Chair Kelly moved that HF2053 come before the committee.

Representative Theis testified on HF2053.

Representative Considine testified in support of HF2053.

Chair Kelly laid over HF2053 for possible inclusion in the Transportation Policy and Finance Omnibus Bill.

Chair Kelly recessed the committee at 2:22 p.m.

Chair Kelly reconvened the committee at 4:46 p.m. in Room 200 of the State Office Building.

HF325 (Erhardt): Mileage-based user fee implementation planning provided, legislative report required, and money appropriated.

Representative Erhardt moved that HF325 come before the committee.

Representative Erhardt moved the H0325DE1 amendment. THE AMENDMENT WAS ADOPTED.

Representative Erhardt testified on HF325.

John Hausladen, President of the Minnesota Trucking Association, testified in opposition to HF325.

Bob Carney Junior, Lobbyist for We the People, testified on HF325.

Representative Erhardt moved to lay HF325 on the table. THE MOTION PREVAILED.

HF1354 (Hackbarth): Firefighter deaths required to be reported to the state fire marshal, and continued health insurance coverage provided to families of noncareer firefighters who die in the line of duty.

Chair Kelly moved that HF1354 come before the committee.

Representative Hackbarth testified on HF1354.

Nancy Haas, Attorney for Messerli & Kramer on behalf of the Counties Transit Improvement Board, testified in opposition to HF1478.

Chair Kelly renewed his motion to recommend HF1478 be re-referred to the Committee on Taxes. THE MOTION PREVAILED.
