MINUTES

Representative Bob Dettmer, Chair of the Veterans Affairs Division, began the meeting at 4:49 PM on March 29, 2016 in Room 300S of the State Office Building.

The Committee Legislative Assistant noted the roll.

Quorum was not present.

Chair Representative Bob Dettmer moved to recommend that HF 2554 be re-referred to the Committee on Public Safety & Crime Prevention Policy & Finance.

HF2554 Howe; Military member clarified, and veterans added to offense of impersonation.

Quorum was present at 4:51 PM and the meeting was called to order.

Representative Fischer moved to approve the minutes of March 21, 2016. THE MOTION PREVAILED

Don Kerr testified in favor of HF 2554.

Chair Representative Bob Dettmer renewed his motion to recommend HF 2554 be re-referred to the Committee on Public Safety & Crime Prevention Policy & Finance. THE MOTION PREVAILED

Chair Representative Bob Dettmer moved to recommend HF 3416 to be re-referred to the Committee on Government Operations and Election.

HF3416 Howe; Veterans Preference Act removal hearing procedures modified.

Matt Hilgart, Government Relations Association of Minnesota Counties, testified in opposition of HF 3416.

Chair Representative Bob Dettmer renewed his motion to recommend HF 3416 to be re-referred to the Committee on Government Operations and Election. THE MOTION PREVAILED.

Laura Kushner, Human Resources Director League of Minnesota Cities, testified in opposition of HF 3416.

Keith Carlson, Executive Director MN Inter-County Association, testified in opposition of HF 3416.

Chair Representative Bob Dettmer moved to recommend HF 3394 to be re-referred to the Committee on State Government Finance.

HF 3394 Cornish; Veterans benefit service disclosure requirements provided, and Veterans Affairs commissioner required to develop a disclosure statement.

Milton Shoen, Hennepin County Veterans Service Officer, testified in favor of HF 3394.

David Hanson, Faribault County Veterans Service Officer, testified in favor of HF 3394.

Chair Representative Bob Dettmer renewed his motion to recommend HF 3394 to be re-referred to the Committee on State Government Finance. THE MOTION PREVAILED.

Chair Representative Bob Dettmer moved to recommend HF 3252 to be re-referred to the Committee to on Commerce & Regulatory Reform.

Chair Representative Bob Dettmer moved the A16 amendment. THE MOTION PREVAILED.

HF 3252 Newberger; Qualified veterans required to receive a licensing experience waiver for broker's examination.

Mr. Barry Kukowski, Retired US Army Veteran, testified in favor of HF 3252.

Chair Representative Bob Dettmer renewed his motion to recommend HF 3252, as amended, to be re-referred to the Committee on Commerce & Regulatory Reform. THE MOTION PREVAILED.

The Veterans Affairs Division adjourned at 5:26 PM.
