LEGACY FUNDING FINANCE COMMITTEE

MINUTES

Representative Dean Urdahl, Chair of the Legacy Funding Finance Committee, began the ninth meeting at 12:46 P.M. on Monday, March 16, 2015 in the Basement Hearing Room of the State Office Building.

The meeting was called to order at 12:48 P.M. A Quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Heintzeman moved to approve the minutes of March 9, 2015. THE MOTION PREVAILED.

Representative Clark Johnson and Peter Olson, of the Southern Minnesota Children’s Museum, presented the museum’s Legacy fund request, and related how past allocations have been used in expanding the museum’s exhibits.

Tom Ryan and Elizabeth Wefel presented the Greater Minnesota Regional Parks and Trails Commission’s Legacy fund request, and related how past funds, allocated through the DNR, have been used.

Annamarie Hill, Leslie Harper, Mitakamizi Liberty, and Ikwe Losh, presented the Minnesota Indian Affairs Council’s Legacy fund request, and related how these funds would be used to continue ongoing efforts to preserve the Dakota and Ojibwe language.

Jeff Homan and Bill Semans presented a Legacy fund request for the documentary film project about the First Minnesota Regiment during the Civil War, No More Gallant a Deed.

HF462 Green, Legacy fund appropriations eligibility modified. Chair Urdahl laid HF462 over for possible inclusion in the Legacy omnibus bill.

Representative Green moved the H0462A1 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

State Legislative Auditor Jim Nobles testified in favor of HF462.

Bob Meier of the Minnesota Department of Natural Resources and Greta Gauthier of the Minnesota Pollution Control Agency testified regarding their concerns with HF462.

Chair Urdahl recessed the meeting at 2:46 P.M.
Chair Urdahl reconvened the meeting at 4:16 P.M. in Hearing Room 10 of the State Office Building.

HF181 McNamara, Lessard-Sams Outdoor Heritage bill. Chair Urdahl laid HF181 over for possible inclusion in the Legacy omnibus bill.

Chair Urdahl moved the H0181A14 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Urdahl moved the H0181A17 amendment.

Representative McNamara testified to the H0181A17 amendment.

Kirk Pederson of the Pesticide Action Network testified regarding concerns with the H0181A17 amendment.

Chair Urdahl withdrew the H0181A17 amendment.

Representatives McNamara, and Mark Johnson, Jane Kingston, and Heather Koop of the Lessard Sams Outdoor Heritage Council gave and explanation of the bill.

Chair Urdahl reintroduced and moved the H0181A17 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Urdahl moved the H0181A15 amendment.

Representative Kahn and Bill Haas, representing the White Earth Nation, testified to the HF0181A15 amendment.

Representative Kahn requested a roll call vote on the H0181A15 amendment. The roll was as follows:

With a vote of 5 ayes and 7 nays on the H0181A15 amendment THE MOTION FAILED AND THE AMENDMENT WAS NOT ADOPTED.

Chair Urdahl renewed the motion to lay HF181 over, as amended, for possible inclusion in the Legacy omnibus bill.

The meeting adjourned at 5:43 P.M.
