MINUTES

Representative Pat Garofalo, Chair of the Job Growth & Energy Affordability Policy & Finance Committee, called the meeting to order at 12:53 PM on Wednesday, March 23, 2016, in Room 10 of the State Office Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Isaacson moved the minutes of March 21, 2016 be approved. THE MOTION PREVAILED.

Chair of the Minnesota Public Utilities Commission, Beverly Heydinger, presented on the Governor’s supplemental budget recommendations.

Commissioner of the Department of Labor and Industry, Ken Peterson, presented on the Governor’s supplemental budget recommendations.

Commissioner of the Minnesota Bureau of Mediation Services, Josh Tilsen, presented on the Governor’s supplemental budget recommendations.

Alternate member of the Public Employment Relations Board, Laura Cooper, answered questions on PERB budget for the Governor’s supplemental budget recommendations.

Member of PERB, Nicole Bussenbach, answered questions on PERB budget for the Governor’s supplemental budget recommendations.

HF2381 (Baker) Broadband grant application process amended, report required, and money appropriated. The bill, as amended, was laid over for possible inclusion in an omnibus bill.

Representative Baker moved HF2381 be laid over for possible inclusion in an omnibus bill.

Representative Baker presented the A-8 Amendment

Rick Heller, Citizen; Bill Coleman, ComTechAdvisory; Margaret Anderson Kelliher, President and CEO of Minnesota High Tech Association and Chair of the Governors Broadband Task Force; Andrew Shriner, Century Link and member of the Governors Broadband Task Force; Brent Christensen, President/CEO Minnesota Telecom Alliance; and Paul Weirtz, AT&T and member of the Governors Broadband Task Force; testified on the A-8 amendment.

Representative Baker moved the A-8 amendment be adopted. THE MOTION PREVAILED.
Margaret Anderson Kelliher, President and CEO of Minnesota High Tech Association and Chair of the Governors Broadband Task Force; Andrew Shriner, Century Link and member of the Governors Broadband Task Force; Brent Christensen, President/CEO Minnesota Telecom Alliance; and Paul Weirtz, AT&T and member of the Governors Broadband Task Force; testified on HF2381, as amended.

Representative Baker renewed his motion that HF2381, as amended, be laid over for possible inclusion in an omnibus bill THE MOTION PREVAILED.

The meeting was adjourned at 2:37 PM.
