MINUTES

Representative Pat Garofalo, Chair of the Job Growth & Energy Affordability Policy & Finance Committee, called the meeting to order at 1:16 PM on Wednesday, March 16, 2016, in Room 10 of the State Office Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Isaacson moved the minutes of March 3, 2016 be approved. THE MOTION PREVAILED.

HF2514 (Peterson) Host Community economic development grants modified.

Representative Garofalo moved HF2514 be referred to the General Register.

Representative Peterson presented HF2514.

Joel Carlson, Carlson Research and Government Affairs, representative for the cities of Burnsville and Inver Grove Heights testified on HF2514.

George Tourville, Mayor, City of Inver Grove Heights testified on HF2514.

Elizabeth Kautz, Mayor, City of Burnsville testified on HF2514.

Representative Garofalo renewed his motion that HF2514 be referred to the General Register. THE MOTION PREVAILED.


HF2887 (Theis) Independent living center funding provided and money appropriated.

Representative Gunther moved HF2887 for possible inclusion in an omnibus bill.

Representative Theis presented HF2887.

Cara Ruff, Executive Director, Independent Lifestyles, Inc. testified on HF2887.

Gloria LaFriniere, Director of White Earth Vocational Rehabilitation Services testified on HF2887.

Timothy James Roberts (TJ), Rochester Group Home Resident, testified on HF2887.

Corporal Jon Schneider, U.S. Marine Veteran and Independent Living services consumer, testified on HF2887.

Representative Gunther renewed his motion that HF2887 be laid over for possible inclusion in an omnibus bill. THE MOTION PREVAILED.


HF 2486 (Baker) Municipal utilities and cooperative electric association reduction of their annual energy-savings goal allowed, and waste heat recovery converted to electricity counting towards a municipal utility's or cooperative electric association's annual energy-savings goal disallowed.

Representative Baker moved HF2486 be laid over for possible inclusion in an omnibus bill.

Representative Baker moved the DE2 Amendment to HF2486. THE MOTION PREVAILED.

Representative Mahoney moved HF2440 be laid over for possible inclusion in an omnibus bill.

Representative Moran presented HF2440.

Otis Zanders, CEO, Ujamaa Place, testified on HF2440.

Kedar Hickman, Program Manager, Ujamaa Place, testified on HF2440.

Representative Mahoney renewed his motion that HF2440 be laid over for possible inclusion in an omnibus bill. THE MOTION PREVAILED.
