MINUTES

Representative Dean, Chair of the Health and Human Services Finance Committee, called the meeting to order at 12:58pm on March 17th, 2015, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Dean began the meeting at 12:56pm, a quorum was NOT present.

A quorum was present at 12:58pm. The meeting was called to order at 12:58pm.

Representative Halverson moved approval of the March 12th, 2015 minutes. The motion PREVAILED. The minutes were APPROVED.

Representative Lohmer moved an oral amendment “XXXXXXXXXXXXXXX”. The motion PREVAILED.

Representative Lohmer moved that HF 657, as amended, be laid over for possible inclusion in the Health and Human Services Omnibus bill.

Representative Lohmer and Jessica Androff, Director of Pharmacy Operations, Merwin LTC Pharmacy, presented on HF 657.

Representative Lohmer renewed her motion that HF 657, as amended, be laid over for possible inclusion in the Health and Human Services Omnibus bill. The motion PREVAILED.

Representative Franson moved the A125 amendment. The Motion PREVAILED.

Representative Franson moved that HF 1057, as amended, be laid over for possible inclusion in the Health and Human Services Omnibus bill.

Representative Franson; Peggy Flanagan, Children’s Defense Fund – Minnesota; Elizabeth Mitchell, Parent; Clare Sanford, Director, Strategic Partnership Development, Early Childhood Education, YWCA of Minneapolis; Heidi Ombisa-Skallet; Katie Crofoot, Early Learning Programs Manager, Project for Pride in Living, all presented on HF 1057.

Representative Franson renewed her motion that HF 1057, as amended, be laid over for possible inclusion in the Health and Human Services Omnibus bill. The motion PREVAILED.

Representative Zerwas moved that HF 977 be laid over for possible inclusion in the Health and Human Services Omnibus bill.

Representative Zerwas; Charlie Cook, Hearth Connection; Shannon Avery, Tribal Planner/Developer, Leech Lake Band of Ojibwe; Steve White, District II Representation of Leech Lake Band of Ojibwe; Caitlin Magistad, The Wilder Foundation, all presented on HF 977.

Representative Zerwas renewed his motion that HF 977 be laid over for possible inclusion in the Health and Human Services Omnibus bill. The motion PREVAILED.

Representative Zerwas moved the A2 amendment. The Motion PREVAILED.

Representative Zerwas moved that HF 972, as amended, be laid over for possible inclusion in the Health and Human Services Omnibus bill.

Representative Zerwas; Elisabeth Coats, Concordia University; Claire Houser, Concordia University; and Chris Plout, Concordia University, all presented on HF 972.

Representative Zerwas renewed his motion that HF 972, as amended, be laid over for possible inclusion in the Health and Human Services Omnibus bill. The motion PREVAILED.

  • HF0972 (Zerwas) - Smile Healthy Minnesota 2016 grant program established, and money appropriated.
  • HF0657 (Lohmer) - Automated drug distribution system usage expanded, over-the-counter medication amount covered by medical assistance if dispensed by an automated drug distribution system modified, and drugs covered under medical assistance changed and allowed retrospective billing.
  • HF1057 (Franson) - Child care assistance program provider rates modified, and money appropriated.
