MINUTES

Representative McNamara, Chair of the Environment & Natural Resources Policy & Finance Committee, called the meeting to order at 8:16 a.m. on January 29, 2015 in Hearing Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Rarick moved that the minutes from the committee meeting on January 27, 2015 be adopted. THE MOTION PREVAILED.

H.F. 0390 - (Torkelson): Money appropriated from environment and natural resources trust fund, Legislative-Citizen Commission on Minnesota Resources provisions modified.

Representative Torkelson moved that H.F. 390 be re-referred to the Government Operations Committee.

An overview of H.F. 0390 was presented by Susan Thornton, Director, and Mike Banker, Assistant Director, of LCCMR.

Rich Perrine, Martin County Soil & Water Conservation District and Joe Schaffer, Minnesota Native Landscapes, testified on H. F. 0390.

Representative Torkelson moved the H0390A7 amendment.

Representative Dill moved H0390A12 to amend the amendment H0390A7.

John Moriarty, of Three Rivers District Park, testified on H0390A12 amendment.

The Dill H0390A12 amendment to the amendment was adopted.

The Torkelson H0390A7 amendment was adopted.

Representative McNamara moved the H0390A1 amendment.

Greg Hubinger, Legislative Coordinating Commission, testified on H0390A1.

The McNamara H0390A1 amendment was adopted.

Representative Fabian moved the H0390A9 amendment
Dr. Jennifer McGuire, University of St. Thomas, testified on the H0390A9 amendment.

The Fabian moved H0390A9 amendment was adopted.

Representative Hansen moved the H0390A11 amendment. The motion prevailed and the amendment was adopted.

Representative McNamara moved a recess to the call of the chair at 9:59 a.m.

Representative McNamara reconvened the committee at 4:16 p.m.

Representative Fabian moved the H0390A8 amendment.

Greta Gauthier, MPCA Legislative Director, and Bob Meier, DNR Assistant Commissioner, testified on the H0390A8 amendment.

The Fabian H0390A8 amendment was adopted.

Representative Newberger moved the H0390A10 amendment.

Rolf Nordstrom, Great Plains Institute, and Annie Levenson-Falk, Executive Director of the
Legislative Energy Commission testified on H0390A10 amendment.

Representative Hansen requested a roll call vote on H0390A10 amendment. The results were:
