MINUTES

Representative Sondra Erickson, Chair of the Education Innovation Policy Committee, called the meeting to order at 8:18 AM on March 31, 2016, in the Basement Hearing Room of the State Office Building. A Quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Wills moved that the minutes of March 29, 2016 be approved. THE MOTION PREVAILED.

HF3066 (Erickson): Early childhood and prekindergarten through grade 12 education, including general education, education excellence, charter schools, special education, facilities and technology, and sufficiency and lifelong learning provided.

Representative Erickson moved that HF3066 be re-referred to the committee on Education Finance.

Representative Erickson moved the H3066DE1 Amendment.

Lisa Larson, Non-Partisan House Research, gave a walkthrough of HF3066 and the H3066DE1 amendment.

Adosh Unni, Director of Government Relations Minnesota Department of Education (MDE), testified to the bill, shared areas of concern and consensus from Governor Dayton and the MDE Commissioner on HF3066 and the H3066DE1 amendment.

Eugene Piccolo, Minnesota Association of Charter Schools, shared concerns with certain language on charter school provision in the H3066DE1 amendment.

Roger Aronson, Elementary and Secondary Principles Association, testified in favor of the H3066DE1 amendment.

Jim Bartholomew, Minnesota Business Partnership, testified in favor of the H3066DE1 amendment.

Grace Kelliher, Minnesota School Board Association, testified in favor of the H3066DE1 amendment.

Cindy Cryst, MACTE Legislative and Policy Liaison, had a question on record in regards to timeline and task force.

Rick Heller, Unofficial Representative Twice Exceptional and Print Disabled, testified on data accessibility included in certain provisions of H3066DE1.

Representative Erickson renewed the motion to move the H3066DE1 Amendment. THE AMENDMENT WAS ADOPTED.

Representative Erickson moved the author’s amendment H3066A12-3. THE AMENDMENT WAS ADOPTED.

Representative Mariani moved the H3066A17 amendment.

House Research noted a technical correction for the record on the H3066A17 amendment, on Page 1 Line 15 strike the word “onto”, and insert “into”.

Representative Erickson renewed the motion to adopt the H3066A17 amendment. THE MOTION PREVAILED, THE AMENDMENT WAS ADOPTED.

Representative Davnie moved the H3066A10 amendment for inclusion in the omnibus bill. THE MOTION DID NOT PREVAIL, THE AMENDMENT WAS NOT ADOPTED.

Representative Lucero moved the H3066A19 amendment. THE AMENDMENT WAS WITHDRAWN.

Representative Yarusso moved the H3066A11 amendment for inclusion in the omnibus bill. THE MOTION DID NOT PREVAIL, THE AMENDMENT WAS NOT ADOPTED.

Representative Ward moved the H3066A13 amendment.

Representative Erickson renewed the motion to adopt the H3066A13 amendment. THE AMENDMENT WAS ADOPTED.

Representative Mariani moved the H3066A5 amendment. THE AMENDMENT WAS WITHDRAWN.

Representative Davnie moved the H3066A14 amendment. THE AMENDMENT WAS WITHDRAWN.

Representative Davnie moved the H3066A16 amendment.

Representative Davnie requested a roll call on the H3066A16 amendment. The results were as follows:

Overview of the HF3066 author's delete all amendment to make this the omnibus education policy bill will take place during the committee's regular scheduled time. The amendment will be posted to our committee page at 8:15AM on Wednesday, March 30th.
