MINUTES

Representative Sondra Erickson, Chair of the Education Innovation Policy Committee, began the meeting at 8:15 AM on March 19, 2015, in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present at 8:15 AM and the meeting was called to order.


Representative Dean Urdahl moved to approve the minutes of March 17, 2015. THE MOTION PREVAILED.


Chair Sondra Erickson took House File 1591 off the table and moved it before the committee.

Chair Erickson moved H1591DE1 Amendment to House File 1591. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.


Chair Erickson moved the H1591A5-3 Amendment to House File 1591 as amended.

Chair Erickson explained the H1519A5-3 amendment.

THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.


Representative Drew Christensen moved the H1591A6 Amendment to House File 1591 as amended.

Representative David Bly moved the H1591A7 Amendment to House File 1591 as amended.

Representative Carlos Mariani moved the A15-0276 Amendment to House File 1591 as amended.

Representative Karen Clark explained the A15-0276 amendment.

Hannah Lieder, Minneapolis parent, testified to the A15-0276 amendment.

Vic Moore with American Red Cross testified to the A15-0276 amendment.

Steve Huser, Deputy Director of Minnesota Department of Education, testified to the A15-0276.

Kevin McHenry, Assistant Commissioner of Minnesota Department of Education, testified to the H1519A2 amendment.

Representative Barb Yarusso moved the H1591A3 Amendment to House File 1591 as amended.

Representative Yarusso explained the H1519A3 amendment.

Holly Kragthorpe with Educators 4 Excellence and Minneapolis Public Schools testified to the A15-0265 Amendment.

THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Mariani moved the A15-0279 Amendment to House File 1591 as amended.

Representative Mariani explained the A15-0279 amendment.

Eugene Piccolo, Executive Director of Minnesota Association of Charter Schools, testified to the A15-0279 Amendment.

Kevin McHenry, Assistant Commissioner of Minnesota Department of Education, testified to the A15-0279 Amendment.

Brian Sweeney with Charter School Partners testified to the A15-0279 Amendment.

Representative Mariani withdrew the A15-0279 amendment.


Representative Mariani moved the H1591A8-1 Amendment to House File 1591 as amended.

Representative Mariani explained the H1519A8-1 amendment.

Kevin McHenry, Assistant Commissioner of Minnesota Department of Education, testified to the H1591A10-1 Amendment.

THE MOTION FAILED AND THE AMENDMENT WAS NOT ADOPTED.


Chair Erickson moved that House File 1591 as amended be re-referred to Committee on Education Finance.
