MINUTES

Representative Carlson, Chair of the Ways and Means Committee, called the meeting to order at 10:04 A.M. on Monday, March 17, 2014, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Rep. Simon moved approval of the minutes of Monday, March 10, 2014. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.

Chair Carlson moved that HF1960 be recommended to be placed on the General Register.

Rep. Halverson introduced HF1960 (Halverson) Voting equipment purchase with Help America Vote Act grants deadline extended.

Chair Carlson renewed the motion that HF1960 be recommended to be placed on the General Register. THE MOTION PREVAILED.

Chair Carlson moved that SF1952, First Engrossment, be recommended to be placed on the General Register.

Rep. Lillie introduced SF1952, First Engrossment (Lillie) Labor agreements and compensation plans ratified.

Greg Hubinger, Director, Legislative Coordinating Commission, testified on SF1952 First Engrossment.

Chair Carlson renewed the motion that SF1952, First Engrossment, be recommended to be placed on the General Register. THE MOTION PREVAILED.

Rep. Wagenius moved that HF1926, Second Engrossment be recommended to be placed on the General Register.

Rep. Hansen presented HF1926, Second Engrossment, as amended (Hansen) Outdoor heritage funding provided, restoration evaluation requirements modified, requirements modified for acquisition of real property with money from outdoor heritage fund, and money appropriated.

Rep. Wagenius moved to amend HF1926, Second Engrossment. (See attached amendment H1926A20). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.


Rep. Wagenius moved to amend HF1926, Second Engrossment, as amended. (See attached amendment A14-0877). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Bill Becker, Executive Director, Lessard-Sams Outdoor Heritage Council, testified on HF1926, Second Engrossment, as amended.

Rep. Hackbarth moved to amend HF1926, Second Engrossment, as amended, as follows:

Budget Resolution CS-RES06 as adopted on March 4, 2014:

Chair Carlson moved to amend the Budget Resolution of the Ways and Means Committee adopted March 4, 2014 (CS-RES06). (See attached Budget Resolution Amendment
CS-RES06A2).

Rep. Carlson explained the proposed CS-RES06A2 Budget Resolution Amendment.

A discussion followed regarding the CS-RES06A2 Budget Resolution Amendment.

Bill Marx, Fiscal Analyst, responded to questions regarding the proposed amendment
CS-RES06A2.

Rep. Holberg moved to amend the proposed amendment CS-RES06A2. (See attached amendment CS-RES06A3).

Rep. Holberg requested roll call on the motion.

Chair Carlson renewed the motion to amend the Budget Resolution of the Ways and Means Committee adopted March 4, 2014 CS-RES06 with Amendment CS-RES06A2. THE MOTION PREVAILED.

Rep. Huntley moved that HF2655 be recommended to be placed on the General Register.

Rep. Huntley introduced HF2655 (Huntley) Commissioner of human services grant program appropriations modified.

Doug Berg, Fiscal Analyst, explained HF2655.

Rep. Huntley renewed the motion that HF2655 be recommended to be placed on the General Register. THE MOTION PREVAILED.
