MINUTES

Representative Murphy, Chair of Committee on State Government Finance and Veterans Affairs, called the meeting to order at 12:31 March 18, 2013 in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Chair Murphy announced that the committee would meet tonight, March 18, 2013 at 6:45 in room 200 in the State Office Building.

Chair Murphy moved HF1178 be recommended to pass.

Representative Poppe presented HF1178 (Poppe) Employees may choose when to use paid military leave clarified.

Chair Murphy renewed her motion that HF1178 be recommended to pass and be placed on the general register. THE MOTION PREVAILED.

Chair Murphy moved that HF1197 be recommended to pass.

Representative Beard presented HF1197 (Beard) Financial and data security audits provided for, and notice to the legislative auditor required.

Representative Carlson presented HF1297 (Carlson) Legislative Advisory Commission, Legislative Coordinating Commission, Legislative Commission on Pensions and Retirement, Compensation Council, and Mississippi River Parkway Commission provisions changed.

Chair Murphy moved to adopt H0109DE1. THE MOTION PREVAILED. AMENDMENT WAS ADOPTED.

Chair Murphy moved HF460 be recommended to pass and be re-referred to the committee on Capital Investment.

Representative Ward presented HF460 (Ward) Brainerd; funding provided for a new veteran's nursing home, bonds issued, and money appropriated.

Chair Murphy renewed the motion that HF460 be recommended to pass and be re-referred to the committee on Capital Investment. THE MOTION PREVAILED.

Chair Murphy moved that HF221 be recommended to pass and be re-referred to committee on Capital Investment.

Representative Falk presented HF221 (Falk) Montevideo; veterans home funding provided, bonds issued, and money appropriated.

Chair Murphy renewed the motion that HF221 be recommended to pass and be re-referred to the committee on Capital Investment. THE MOTION PREVAILED.

Chair Murphy moved that HF11 be recommended to pass and be re-referred to the committee on Capital Investment.

Representative Persell presented HF11 (Persell) Northern Minnesota Veterans Home established, funding provided, bonds issues, and money appropriated.

Rep. Persell renewed motion that HF11 be recommended to pass and be re-referred to the committee on Capital Investment. THE MOTION PREVAILED.

Rep. Persell moved HF1355 be recommended to pass and be re-referred to the committee on Capital Investment.

Representative Persell presented HF1355 (Persell) Bemidji; new veterans nursing home funding provided, bonds issued, and money appropriated.

Rep. Persell renewed the motion that HF1355 be recommended to pass and be re-referred to the committee on Capital Investment. THE MOTION PREVAILED.

Chair Murphy moved HF1069 be recommended to pass.

Representative Lillie presented HF1069 (Lillie) Labor agreements and compensation plans ratified.

Chair Murphy moved that HF45 be laid over for possible inclusion in the State Government Finance Omnibus bill.

Representative Mullery presented HF45 (Mullery) Nellie Stone Johnson bust allowed to be placed in the State Capitol Building by the commissioner of administration, and money appropriated.

Representative Hansen presented HF 136 (Hansen) Campaign finance and public disclosure law public official definition expanded to include judges and county commissioners.

Rep. Newton moved approval of the minutes from the meeting of Wednesday, March 13, 2013. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.
